Responsibilities You will manage all Request for Personnel Actions, including recruitment, awards, reassignments, and separations that result in the issuance of Notices of Personnel Action or Standard Form 50 (SF50). You will manage personnel information databases by updating and verifying that the data is consistent across the databases: Defense Civilian Personnel Data System (DCPDS), Total Workforce Management System (TWMS), Enterprise Resource Planning (ERP). You will gather, assemble, correlate, and analyze facts and information; identify problems or issues; draw conclusions; and make recommendations consistent with the organization's work methods, procedures, and management control systems. You will serve as the central point-of-contact for command-wide data calls requiring responses, and inform senior leaders on the nature of data calls, coordinate responses and report results to leadership. You will lead recruitment efforts to fill vacant positions using standard hiring practices and advise hiring managers on the best hiring or appointment authority to use in filling vacant positions. You will recommend program changes or corrective actions to organization's leadership to improve overall efficiency and effectiveness in the execution of assigned operating programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Coordinating administrative personnel management activities (e.g., request for personnel actions, travel requirements, awards, regulatory compliance, development of policies and procedures) to ensure operational efficiency for an organization. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information This position is covered under the Acquisition Demonstration Project (AcqDemo) personnel system. The NH-03 broadband is equivalent to the GS-12 and GS-13 grade levels. This announcement uses the Direct Hire Authority (DHA) AcqDemo for Business & Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
