GENERAL DESCRIPTION:
The State of Wyoming Human Resources Division is seeking a Senior Human Resources Associate to provide dedicated Human Resources support to the Department of Environmental Quality (DEQ).
As the HR partner for DEQ, you'll work closely with employees, supervisors, and leadership to deliver a wide variety of HR services, including recruitment, payroll, onboarding, employee benefits, leave administration, policy interpretation, personnel records, and employee support. You'll also serve as the liaison for Employees' Group Insurance (EGI) and the Wyoming Retirement System (WRS), ensuring employees have the information and resources they need throughout their careers.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
Process payroll transactions, review timesheets, audit payroll records, and assist employees with payroll and leave questions.
Support the full employee lifecycle, including recruitment, onboarding, personnel actions, benefits administration, and employee records.
Prepare and coordinate job postings while advising supervisors and managers throughout the recruitment and hiring process.
Conduct new employee orientation and serve as a primary resource for employee benefits, policies, and HR procedures.
Maintain accurate personnel, payroll, medical, and I-9 records in compliance with state and federal requirements.
Provide guidance to employees and supervisors on HR policies, benefits, leave programs, and employment-related questions.
Enter and maintain employee information in statewide HR and payroll systems.
Build strong working relationships by delivering responsive, professional customer service to employees, managers, applicants, and the public.
Assist with HR process improvements, forms, approvals, and other administrative functions that support agency operations.
Ensure all HR activities comply with applicable state and federal laws and regulations while collaborating with other agencies as needed.
Maintains office presence in the DEQ office 5 days a week.
Qualifications
PREFERENCE:
Preference may be given to applicants with at least 2 years of previous experience with payroll. Experience with an online HR Management System, including payroll and benefits enrollment, is a plus.
KNOWLEDGE:
Knowledge of federal employment laws, including ADA, EEOC, FMLA, and FLSA.
Knowledge of Wyoming Personnel Rules, Executive Orders, and payroll practices.
Knowledge of HR principles, employee relations, payroll, and benefits administration.
Proficiency with Microsoft Office, particularly Excel, and HR information systems.
Strong organizational, time management, and problem-solving skills.
Excellent written and verbal communication skills.
Ability to manage multiple priorities while maintaining accuracy and confidentiality.
Strong customer service, interpersonal, and conflict resolution skills.
Ability to work both independently and collaboratively.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Human Resources)
Experience:
0-2 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II
