This position is eligible for hybrid telework. Employees living within 50 miles of the primary work location will be required to work in the office at least 50% of the time each month. This position will:
Lead and direct the Compliance, Records, and Training (CRT) unit in the Workers' Compensation Division (WCD) in the performance of its regulatory and other duties.
Direct policy development and implementation to ensure the workers' compensation program runs efficiently and effectively for injured workers, employers, insurers, and other participants in the system.
Administer program budgets.
Assist the Commissioner's Office in developing and implementing strategic plans and realizing the mission of the agency.
Acquire, allocate and set priorities for fiscal, information and human resources.
Participate in developing agency policies and procedures, strategic planning, program development activities, providing administrative support to boards, and promulgating rules.
Minimum Qualifications
· Four (4) years of managerial or supervisory experience* in the areas of compliance, workers' compensation or vocational rehabilitation services.
*Doctorate degree may substitute for two years of experience; Master's degree may substitute for 18 months of experience; Bachelor's degree may substitute for one year of experience; Associate's degree may substitute for six months of experience.
Demonstrated leadership experience** sufficient to effectively supervise and direct the work of assigned staff.
**Demonstrated leadership experience includes any of the following:
· Experience as a supervisor, team lead, lead worker, OR project lead
· Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
· Completion of a leadership development program similar or equivalent to ELI or SLI through another organization
· A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include:
· 1+ years of identifying issues, goals, and strategic actions
· 100+ hours per year time commitment
Experience must demonstrate the following:
· Ability to effectively integrate department business knowledge and up-to-date technical knowledge with sound human and information management skills.
· Knowledge of workers' compensation law and practices sufficient to: provide expert technical assistance to staff; advise senior management on workers' compensation issues; ensure that the unit fulfills all performance objectives; and provide high quality service to all stakeholders.
· Knowledge of fiscal management principles and procedures sufficient to manage and appropriate a multi-million dollar biennial budget.
· Ability to communicate effectively with individuals from a wide range of backgrounds, including those who may not share your same culture, ethnicity, language, or common experiences.
Preferred Qualifications
· Five (5) or more years of experience as a supervisor or manager in the field of workers' compensation.
· Experience with negotiation and crisis intervention to diffuse and resolve interpersonal conflicts and to effectively respond to stakeholders in crisis.
· Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
· Experience with the Minnesota Government Data Practices Act, enforcing government regulations, and/or conducting trainings for the public.
