Responsibilities You will perform or advise on work in any of the phases or systems of budget administration. Requirements Conditions of Employment Qualifications GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing or advising the Accounting Officer on work in any of the phases or systems of budget administration. Formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; reviewing and evaluating budget requests; controlling and reporting of obligations and expenditures. Development, determination and interpretation of budgetary policies and practices. Analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations; implementing legal and regulatory controls over approved budgets; and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's program activities. Experience in budget execution and tracking based on approved internal plans. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with fiscal law, policies, regulations, principles, standards, and procedures to financial management activities. Experience analyzing, evaluating and reviewing budget and program issues and financial data and reports using business tools and applications, cost and economic analysis, and performance metrics to provide recommendations. Experience effectively articulating, presenting, and promoting varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences regarding budgetary policies.
