MNIT DNR provides comprehensive IT operations and support services, custom application development, and dedicated support functions to an organization that manages and conserves the state's natural resources in a way that creates a sustainable quality of life for all Minnesotans.
As a Supervisor for the Program Management Office, you will supervise a team of project managers and business/quality assurance analysts within the MNIT DNR Program Management Office (PMO). You will provide direction to staff in the performance of formal project management, business analysis, and quality assurance for new and existing system development and implementation.
This position will be accountable for provisioning project management (PM), business analysis (BA), and quality assurance (QA) services in coordination with MNIT DNR managers, IT Business Services Supervisors, and Department of Natural Resources (DNR) partners to deliver high quality products to the DNR. You will also be responsible for overseeing the team's active portfolio of IT projects in coordination with the Director of Portfolio Management and Transformation, and ensuring their complete lifecycle is achieved within an administrative @context, that work order agreements are complete and maintained, and that customer billing processes are accurate.
This position requires an employee to be onsite at¿ 500 Lafayette Road North, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Minimum Qualifications

Position requires a minimum of four (4) years of experience performing IT program and project management functions.
Experience must include:
Two (2) years of lead work or supervisory experience
System acquisition, vendor management, or software development process as a program/project manager
Project management methodologies, thorough knowledge of the project management lifecycle, and understanding of what approach works best on different projects
Organizational change management, strategic planning, and implementation
Leading and directing a large portfolio of projects simultaneously
Demonstrated ability to communicate clearly and effectively to foster mutual understanding, and guide teams through change.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving, complemented by formal or informal leadership and people engagement skills to deliver positive user experiences and high-performing results.
Preferred Qualifications
Project Management, Business Analysis, and Quality Assurance processes which include knowledge, skills, the tools andtechniques to initiate, plan, execute, monitor/control, and close project activities to meet project requirements.
Excellent human relations and collaboration skills to effectively lead and work with individuals and work teams.
Knowledge of the domain of technology used in the organization at a level necessary to coach and mentor IT projectmanagement staff on managing IT projects within that domain.
Experience in supervision/human resources management, including the ability to articulate clear direction to staff,the ability to advocate for resources and staff needs, and the ability to integrate and coordinate a highly motivated, skilled, andself-initiating professional staff.
Experience in project budget planning and management.
Demonstrated ability to communicate excellently with staff, agency peers, agency management, and customer groups using arange of communication styles and approaches.
Proven ability to foster team development by promoting collaboration, trust, and knowledge sharing, while empowering individuals to achieve collective goals.
