We are excited to be recruiting for the Rebuild USVI - St. Thomas Educational Facilities Bundle 2 project, a transformative initiative modernizing five school campuses and one administration building across St. Thomas. Funded through FEMA and in partnership with the U.S. Virgin Islands Office of Disaster Recovery, this project will create resilient, future-ready educational spaces - from innovative classrooms to gyms designed as hurricane shelters - giving our team the opportunity to make a lasting impact on the community.

POSITION SUMMARY: The Senior Project Buyer will independently manage assigned procurement packages for USVI construction projects, from procurement planning and supplier sourcing through competitive bidding, negotiation, award, expediting, and close-out. The role is responsible for securing equipment, materials, and services at the best overall value while ensuring compliance with project requirements, company procedures, contractual obligations, and applicable regulations. The Senior Project Buyer works closely with Project Management, Preconstruction, Operations, Contracts, Finance, and Logistics, and builds effective supplier relationships to support cost, schedule, quality, and risk objectives.This role is based in St. Thomas, USVI.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Lead assigned procurement packages from procurement planning and supplier sourcing through RFP/RFQ issuance, bid evaluation, negotiation, award, and close-out.

Develop procurement strategies and schedules aligned with the project budget, design development, construction schedule, and logistics constraints.

Prepare solicitation documents, coordinate bidder outreach and prequalification, manage clarifications, and obtain complete and comparable proposals.

Produce commercial bid evaluations and award recommendations considering price, scope compliance, schedule, quality, risk, and total cost.

Lead negotiations and coordinate the review of commercial terms, insurance, bonding, and contractual requirements with the appropriate internal teams.

Prepare purchase orders in accordance with approval thresholds and established procedures, and manage subsequent commercial changes.

Monitor submittals, fabrication, shipment, delivery, and supplier performance; coordinate expediting activities with project and logistics teams.

Maintain complete, accurate, and audit-ready procurement files, supplier records, procurement logs, commitments, savings, and status reports.

Manage supplier relationships and resolve commercial, invoicing, delivery, quality, and performance issues with project stakeholders.

Identify opportunities for value engineering, standardization, bulk purchasing, cost savings, and risk reduction, and provide guidance to junior purchasing staff.

QUALIFICATIONS:

Bachelor's or master's degree in supply chain, business, engineering, construction management, or a related field.

At least 5 years of procurement experience in heavy construction or a complex project environment.

Proven ability to independently manage major procurement packages and lead commercial negotiations.

-Strong knowledge of construction trades, materials, equipment, services, drawings, specifications, and bills of quantities.

Solid understanding of commercial terms, purchase orders, subcontracts, payment terms, insurance, bonding, and risk allocation.

Experience with competitive bidding, bid leveling, award recommendations, and audit-ready procurement documentation.

Familiarity with procurement requirements applicable to federally funded projects is preferred.

Strong analytical skills and an understanding of the cost, schedule, cash-flow, and profitability impacts of purchasing decisions.

Excellent planning, organizational, problem-solving, communication, and stakeholder-management skills.

Ability to manage multiple priorities and deadlines in a fast-paced, multicultural environment.

Advanced Excel skills and experience with procurement or project platforms such as BuildingConnected, Kahua, HA+, or equivalent systems.
