MITRE's Center for Government Effectiveness and Modernization, Veterans, Military Health, and Benefits Division partners with the Department of Veterans Affairs (VA) and the Defense Health Agency (DHA) to address some of the nation's most complex enterprise challenges. Our teams engage directly with senior government sponsors and stakeholders to understand mission priorities, translate complex enterprise challenges into strategic outcomes, and help shape initiatives that advance sponsor objectives. Our work spans Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), VA Central Office, and Military Health, where we support sponsors in modernizing enterprise operations, strengthening organizational effectiveness, improving mission delivery, and advancing strategic priorities.
Our multidisciplinary teams combine expertise in enterprise operations, acquisition, organizational transformation, policy, governance, analytics, systems engineering, implementation planning, and digital modernization to develop objective, practical solutions that improve mission outcomes. We partner directly with government sponsors and serve as a trusted strategic advisor to senior government leaders, helping sponsors navigate complex challenges, shape future capabilities, and implement enterprise-wide initiatives.

Roles & Responsibilities:
Serve as a trusted strategic advisor supporting the development and implementation of enterprise strategies, policies, governance frameworks, acquisition approaches, operating models, and organizational transformation initiatives for complex Department of Veterans Affairs (VA) and Defense Health Agency (DHA) priorities, helping senior leaders define, prioritize, and execute initiatives that improve organizational effectiveness and mission outcomes.
Engage with senior government sponsors and stakeholders to understand strategic priorities, translate complex enterprise and mission challenges into actionable recommendations and strategic outcomes, and help shape initiatives that advance sponsor objectives.
Lead multidisciplinary teams in the planning and execution of complex enterprise initiatives spanning enterprise operations, organizational transformation, systems engineering, acquisition, governance, policy, implementation planning, digital modernization, and mission modernization from concept development through implementation, while ensuring high-quality sponsor outcomes.
Build and sustain trusted relationships with senior government stakeholders by proactively identifying emerging mission needs, shaping sponsor priorities, and expanding opportunities to deliver innovative, mission-focused solutions.
Lead the development and delivery of executive briefings, strategic roadmaps, implementation plans, operating models, white papers, strategic assessments, and recommendations that enable informed executive decision-making and successful mission execution.
Facilitate collaboration across government organizations, multidisciplinary teams, and stakeholders to build consensus, resolve complex challenges, translate evolving sponsor needs into actionable approaches, and deliver practical, executable solutions.
Basic Qualifications:
Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years with a Master's degree; or 3 years with a PhD; or an equivalent combination of education and relevant experience.
Bachelor's degree in Enterprise Operations, Organizational Leadership, Public Administration, Public Policy, Engineering, Systems Engineering, Information Systems, Management, or a related discipline.
Current or recent experience supporting the Department of Veterans Affairs (VA), Defense Health Agency (DHA), or other federal civilian organizations on complex enterprise transformation, organizational modernization, or strategic initiatives.
Proven success engaging senior government executives, serving as a trusted strategic advisor, communicating complex operational concepts to executive audiences, and building trusted relationships across organizations.
Experience translating strategic priorities into actionable implementation plans, governance structures, and enterprise roadmaps that support enterprise modernization initiatives, including organizational transformation, governance and operating model design, business process improvement, implementation planning, and change management.
Experience facilitating executive meetings and leading the development and delivery of executive briefings, implementation plans, strategic assessments, governance frameworks, operational analyses, and strategic recommendations that inform executive decision-making.
Success leading multidisciplinary teams in the execution of complex enterprise initiatives from concept through implementation, including strategic planning, project leadership, budget and resource management, staffing, organizational coordination, and delivery of high-quality sponsor outcomes.
Ability to identify emerging sponsor needs, cultivate trusted relationships, shape sponsor priorities, translate complex organizational challenges into practical, actionable strategies, and advance sponsor objectives and mission outcomes.
Must be eligible to obtain and maintain a VA and/or DHA suitability.? Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for IRS-Suitability.
This position requires a minimum of 4 days a week on-site.
Preferred Qualifications:
Current or recent knowledge of VA and/or DHA strategic priorities, organizational structure, planning and budgeting processes, enterprise modernization initiatives, artificial intelligence (AI) adoption, and emerging legislation and policy, with an understanding of how evolving administration priorities influence sponsor decision-making, implementation planning, and mission delivery.
Current or recent knowledge in one or more of the following areas: federal acquisition strategy, enterprise governance, strategic planning, budget and investment planning, organizational change management, policy development, business case development, implementation planning, requirements elicitation, or performance work statement (PWS) development across the acquisition lifecycle.
Current or recent knowledge of VA and/or DHA organizational modernization priorities, governance structures, and enterprise implementation approaches supporting strategic transformation initiatives.
Established relationships across the federal government with the ability to collaborate with and leverage expertise from government, industry, academia, and federally funded research and development centers (FFRDCs) to share leading practices, inform enterprise strategies, and develop practical solutions that advance sponsor objectives and mission outcomes.
Recent VA and/or DHA suitability.
