This position joins a dynamic and agile Human Resources Team comprised of 24 talented Labor Relations, Safety, Recruitment, Staffing, HRIS, Transactions, and Learning and Development professionals.
As a Learning and Development Specialist, you will support Learning and Development team and assists with the development, design, delivery and evaluation of training programs, services, initiatives, and events. You will be responsible for supporting the learning management system, SharePoint and intranet site, coordinating communications, logistics, data accuracy and purchasing support, for the Learning and Development team.
This position is temporary and includes full state fringe benefits; it is anticipated to last until June 30, 2027.
This position requires an employee to work onsite at 600 N Robert St, St Paul, Minnesota at least 20% of the time, with limited telework available. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligibility depends on residence:
Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.
Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.
Minimum Qualifications

Position requires a minimum of one (1) year of professional experience supporting learning and development.
Experience must include:
Supporting and coordinating organization-wide employee training and leadership development programs, both virtually and in person.
Strong analytical and problem-solving skills, a high level of detail.
Demonstrated use of Microsoft Office Suite products or similar (e.g. Excel, Word, PowerPoint, SharePoint, Outlook).
Use of a learning management system (LMS).
Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
A master's or bachelor's degree in training & development, human resources, education, psychology, communications, organizational development, or a closely related field may substitute for 1 year of experience, and associate's degree for six (6) months.
Strongly Preferred Qualifications
Experience developing user-friendly and accessible materials.
Use of reporting software (e.g. BI, Access).
Preferred Qualifications
Bachelor's Degree or higher in Human Resource Development, Data Analysis, Organizational Development, Instructional Designer a related field.
Experience with e-learning.
Experience collecting, analyzing, interpreting, and presenting data.
Experience with training and development methodologies, instructional design, and adult learning theories.
