GENERAL DESCRIPTION:
The Wyoming Community College Commission is seeking an Adult Education State Director to provide executive leadership and oversight for the administration of the statewide adult education program.
This role drives the strategic vision for adult foundational education, aligning programs with state and federal economic and educational goals. The Director is responsible for implementing system-wide improvements and collaborating with workforce boards, community organizations, and collegiate stakeholders to support seamless student transitions into higher education or employment.

Strategic Leadership & Program Development
The State Director steers the strategic vision, policy alignment, and systemic growth of Wyoming's adult education (AE) network. This role identifies statewide programming needs and designs targeted development strategies to enhance local initiatives, mentor program directors, and improve performance. The Director champions collaborations with postsecondary institutions, vocational rehabilitation, workforce development organizations, and Next Gen Sector Partnerships to expand career pathways like Integrated Education and Training (IET). Additionally, this function involves managing public-facing communication and online learning environments, directing monthly director meetings and the annual state conference, and compiling impact data and student success stories for policy makers.
Regulatory Compliance & Data Analytics
This function manages the data infrastructure and regulatory compliance necessary to meet state and federal reporting benchmarks. Utilizing specialized tracking software (LACES), the Director oversees student intake platforms, maintains longitudinal data metrics, and executes data-matching workflows with the National Student Clearinghouse and the State Wage Interchange System (SWIS) to measure postsecondary and employment outcomes. The Director authors the adult education section of the Unified State Plan and conducts biannual monitoring, desk audits, and data reviews of local providers to ensure adherence to federal grant guidelines. When compliance deficiencies are identified, the Director may implement corrective action plans, issue targeted monitoring, or execute program sanctions and closures.
Fiscal Management, Contracts & Grants
The Director has fiscal oversight of state and federal subawards, ensuring the financial integrity of the adult education funding lifecycle. Key activities include conducting pre-award risk assessments on providers, calculating state funding formulas, and issuing formal Grant Award Notifications (GANs), contracts, and RFPs. The role manages monthly provider drawdown reconciliations, tracks mandatory cash and in-kind matches, monitors local carryover budgets, and contributes directly to the agency's biennial budget development. Furthermore, the Director negotiates state-level enterprise contracts with database vendors, high school equivalency publishers, and workforce development associations.
Workforce Integration and Credentialing
This role unifies statewide workforce systems, credentialing pipelines, and professional development programs to maximize learner success. The Director implements Workforce Innovation and Opportunity Act Infrastructure policies, coordinates cross-training across core title programs to eliminate service duplication, tracks interagency referrals, and partners with the Department of Workforce Services on Rapid Response efforts. Academic operations include administering the High School Equivalency Certificate (HSEC) program, authorizing testing centers, setting state administrative rules, and processing underage waiver and medical accommodation requests.
Qualifications
PREFERENCES:
3-5 years of progressive experience in adult education, workforce development, or state-level administration.
-Master's degree or adult education, higher education administration/leadership, educational leadership, or other related fields.
KNOWLEDGE:
Adult learning theories and federal/state statutes for Adult Education.
Knowledge of evaluating data and writing a narrative report of findings.
Knowledge of database design techniques and maintaining a database system.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business)
Experience:
0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist II
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist II

Occasional travel required
Candidates not located in Cheyenne will require regular travel to Cheyenne for meetings.
