Summary This position is located in the Department of Veterans Affairs (VA), Office of Information Technology (OIT), Connectivity and Collaboration Services (CCS), Core Network Services (CNS) responsible for enterprise transport, WAN/LAN infrastructure connectivity, telecommunications provisioning, and lifecycle execution supporting VA nationwide operations. Responsibilities OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans. Major Duties: Provides technical and administrative leadership and expertise for the management, analysis, design, and development, to provide a wide range of IT management activities including but not limited to various aspects of IT. Supervises a staff of Information Technology Specialists performing policy, planning, systems administration, operating systems, Internet, network services, data management, security, applications software, systems analysis and customer support functions. Develops work plans for the Network IT Tower and manages the overall work to enhance achievement of the goals and objectives. Performs administrative and managerial activities required to administer and direct the full range of program responsibilities within Infrastructure Engineering and Provisioning divisions. Qualifications Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. AND SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: demonstrated experience planning, provisioning, implementing, and managing enterprise telecommunications services supporting nationwide operations under Federal acquisition environments (e.g., EIS, FITARA-governed programs, task order vehicles, telecommunications lifecycle management, WAN/LAN transport services, voice/data connectivity, or related enterprise telecommunications contracts). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
