NYC Parks is the steward of nearly 30,000 acres of land - 14 percent of New York City - including more than 5,000 individual properties ranging from Coney Island Beach and Central Park to community gardens and Greenstreets. Major Responsibilities
Under general direction, perform responsible and complex work in planning, coordinating, scheduling and overseeing the development, implementation and regulatory compliance for NYC Parks property requiring asbestos, lead paint, mold and PCB testing, abatement and air monitoring.
Assist in the development of bid documents, contracts, work orders and change orders related to the industrial hygiene assessments and abatement and subsurface investigation components of various capital projects, including maintenance of tracking databases.
Prepare detailed reports and track the progress, records, and budget schedules of environmental projects including those mandated by regulatory agencies.
Prepare and evaluate environmental engineering estimates and reports prepared by outside contractors for work on Parks property for completeness and pricing.
Manage the administrative aspects of Parks' abatement contracts and monitor work orders, payments and overall contract management to ensure continuation of service by monitoring capacity, renewals and when replacement contracts are needed.
Oversee consultant-led sampling and abatement activities, including contractor supervision, reviewing reports, daily logs, analytical data, and calculation to ensure accuracy, regulatory compliance, and payment processing.
Perform industrial hygiene assessments across facilities to identify testing and/or abatement needs and coordinate with Parks staff.
Review hazardous materials reports, submittal, and deliverable packages for regulatory compliance and alignment with project scope and issuing technical memoranda.
Review and/or develop site-specific abatement specifications and supervise abatement projects to ensure all activities meet applicable regulatory standards.
Prepare detailed field reports, including annotated photographs documenting site conditions and activities.
Maintain internal tracking databases and ensure accurate, up-to-date recordkeeping. Maintain well-organized project files and unit records to support compliance, reporting, and audit readiness.

ASSOCIATE PROJECT MANAGER - 22427
Qualifications
One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:
A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or
A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or
A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master's degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.
In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
