Summary This position is located in the Design and Construction Team Project Section of the Facilities Maintenance Service (FMS) at the VA Medical Center in Salisbury, NC. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Coordinating, technical overview, and inspection of construction projects and programs; Accomplishing technical and construction management functions relating to construction planning, space management, records documentation for construction and facility management, energy management, and operation of building utility systems; Serving as Contracting Officer's Representative (COR) for construction projects; Inspecting competitively bid construction and maintenance and repair projects to ensure compliance with drawings and specifications; Attending and participating in pre-bid and pre-construction conferences; Reviewing shop drawings and submittals from contractors during construction of new structures or renovation of existing structures for compliance with contract drawings and specifications; Observing and inspecting construction at all stages to identify and report discrepancies with contract documents, to assure compliance with OSHA Standards for the Construction Industry, and to forecast and resolve potential problems before they impact project schedules; Reviewing contractor daily reports of work progress, personnel on site in various trades, weather/work conditions, equipment on site and other items for accuracy; Reviewing and responding to requests for information from construction contractors by investigating plans, site conditions, existing building and utility conditions, troubleshooting building system operations, and researching facility record documents; Reviewing change order requests from contractors for accuracy and cost control, and assist the contracting officer in price negotiations, when necessary; Investigating the need for construction contract changes, completing field measurements and computations, recommending elements of change in designs; Preparing independent government estimates for the value of any required construction change; Coordinating construction phasing, outages, schedule, and infection control measures to assure compliance with contract documents and to assure minimum interruption to continuous medical center operations; Maintaining record drawings of all station structures and grounds utilizing AutoCAD programs and making necessary changes to keep drawings current as remodeling occurs; Performing related duties as required. Qualifications MINIMUM QUALIFICATIONS One year specialized experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-10 grade level. Examples of specialized experience include: technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems; trade or craft work if the work provided intensive knowledge of engineering principles, techniques, methods, and precedents and with substantial developmental, test, or design responsibilities (i.e., a planner/estimator analyzing designs for production purposes, or instrument/model maker performing design or development work on devices fabricated). This experience must be detailed in your resume to receive credit. ~OR~ A Ph.D. or 3 years of successfully completed progressively higher level graduate education from an accredited institution leading to a doctorate in a field directly related to the position (i.e., engineering, construction, industrial technology, etc.).
