Summary You will serve as an Explosives Safety Specialist for NSA WASHINGTON. Responsibilities You will provide direct oversight compliance of the OPNAV mandated Explosives Safety Program. You will serve as the installation's command representative and point of contact for explosives safety inspections (ESIs) and technical assist visits (TAVs). You will ensure all requirements for the storage and transportation of arms, ammunition and explosive (AA and E) materiel, AA and E personnel screening, and assignment training criteria are properly applied. You will provide oversight and training elements to include the qualification and certification (QUAL/CERT) of explosives handling personnel, in particular the military working dog (MWD) personnel, when applicable. You will develop a variety of technical training courses related to explosives safety, transportation of hazardous materials, preservation/packaging and ammunition logistics. You will assist administratively regarding the Hazards of Electromagnetic Radiation to Ordnance (HERO) program preparing and maintaining their command's HERO Bill and scheduling the installation's HERO Survey with assistance from Frequency Managers. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying explosives safety, practices, procedures, laws, regulations and policies to carry out an explosives safety program; 2) Determining causal factors contributing to mishaps and/or hazardous working conditions and developing corrective action; 3) Inspecting facilities to determine compliance with standard operating practices and locate potential areas for mishaps; and 4) Developing and/or conducting detailed explosives safety training.
