Summary Serves as the Director of the Manpower Staff in the Veterans Benefits Administration's (VBA) Office of Financial Management (OFM). In this capacity, the incumbent is responsible for managing and directing activities involved in managing the manpower and payroll budget for the Veterans Benefits Administration (VBA). The incumbent is a technical expert in conducting management manpower studies, organizational mission and function studies, and special management studies. Responsibilities Specific duties include: Directs all activities related to analyzing all facets of manpower requirements involving formulation, presentation, and execution of VBA"s budget requests. Responsible for the formulation and execution of the VBA annual payroll; advises VBA senior leadership on affordability of staffing levels, directs and manages the development and presentation of staffing level alternatives and options within budgetary constraints to ensure VBA does not exceed fiscal authorities. Directs, manages, and leads in organizing and conducting manpower power studies and single point studies of organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods, and procedures. Develops workload based staffing standards and performance metrics to determine appropriate organizational FTE levels. Determines best business practices, organizational changes, or improvements in manpower structures, staffing, work methods, and procedures; analysis and evaluation of organizational functions and activities being considered for conversion to contract operations. Directs the collection, validation, and evaluation of the relevance of the mission, workload and manpower data using appropriate techniques to include the statistical analysis of cost data and research anomalies. Plans and coordinates the preparation of decision briefings on payroll and budget matters, which are presented to the VBA Chief Financial Officer (CFO) the Under Secretary for Benefits (USB), and the Secretary. Maintains appropriate coordination and cooperation with budget staffs across the Department on business plans, cost estimates, and complex integration of administrative, technical, and fiscal concerns. Collaborates with VBA elements on the distribution of fund adjustments pertaining to program and field activities. Provides recommendations which often result in realignment of functions or significant savings in resources throughout the organization. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-15 Grade Level: Specialized Experience: To qualify for this position, applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. In addition, the applicant must demonstrate specialized experience in managing and directing all activities related to the efficient operation of the manpower program that includes gauging organizational effectiveness, developing strategies and management recommendations to assist senior officials in evaluating outcomes and resource allocations. Experience in applying professional analysis and input into cost concepts and methodologies with reference to management manpower studies and determining available resources. Must effectively perform a wide variety of administrative and high-level analytical duties in ensuring the technical accuracy of FTE and staffing levels. The applicant must have demonstrated experience making recommendations to senior officials on resource allocations. The applicant must possess and demonstrate a high degree of initiative, resourcefulness, and mature judgment. The application must demonstrate strong technical skills and communication skills. In addition, the applicant must be able to set priorities and lead a team working on projects with high visibility and public impact. Lastly, the applicant must have experience in providing administrative and technical guidance to a team to ensure the work of this directorate is accomplished timely and with high quality.
