Major Duties: Directs the OIT communications program. Oversees all internal and external communications. Disseminates information through various forms of media to include verbal, written, digital, and social media. Directs work efforts relating to the analysis, research, and formulation of official responses to written and verbal requests as directed by OIT's executive leadership. Serves as the primary Supervisory Communications Specialist, communications subject matter expert and advisor to OIT leadership on the development, adoption, and implementation of VA and OITwide communications programs and policies affecting EHRM deployment, adoptions, and operations. Advises senior leadership in all aspects of communication management. Participates in management-level planning of communications activities and the development of national short and long-range communications and executive plans, policies and timetables. Provides leadership guidance to OIT management with the preparation and/or review of correspondence, briefings, presentations, and Congressional testimony for tone, responsiveness and adherence to OIT and VA goals and regulations. Serves as the liaison with the Office of Congressional and Legislative Affairs (OCLA) and Congressional staff members in the preparation of Congressional responses, briefings, and testimony. Coordinates nationwide communications activities with VA headquarters staff and OIT staff both within the central office and across the field. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skllls, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: Leading strategic communications for cabinet agency principals at the Assistant Secretary level or higher, or their military equivalents. Developing various high level products such are speeches, talking points, articles/op-eds, or briefings. Executing Congressional affairs activities such as developing testimony and participating in outreach. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
