Job Summary
Under general direction, is responsible for performing supervisory and administrative work, and overseeing the activities of the construction inspections. Working conditions are primarily in an office environment. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions
Develops and implements procedures which ensure construction inspections are performed at appropriate intervals and result in quality control.
Coordinates inspection efforts with the Street Maintenance, Capital Programs, Traffic Operations, Storm Water Operations, Right of Way, and other departments.
Supervises, trains, and evaluates assigned staff.
Participates in construction related meetings (including pre-bid and pre-construction) with contractors, consultants, state agencies, and utility providers to ensure projects are completed timely, efficiently, and in accordance with plans and specifications.
Plans, assigns, and coordinates all phases of construction inspections.
Reviews and approves the daily logs and time sheets prepared by Construction Inspectors.
Evaluates contractors' construction performance at different stages of project completion and assists with change order negotiations, when necessary.
Conducts final inspections on completed work to ensure compliance with plans and specifications.
Assists Construction Inspectors with complex and/or unusual field problems, providing technical assistance as needed.
Evaluates cost proposals and requests for contract time extensions.
Ensures documentation/filing and project close out is done properly.
Participates in meetings with citizen groups, community associations, and the public to discuss project related issues.
Ensures that plans and specifications are reviewed for constructability.
Advises management on construction problems, delays, quality control, and presents possible solutions.
Reviews and approves contractor's requests for payment.
Prepares construction related reports, correspondence, and assists in the preparation of ordinances for City Council Action.
Oversees and coordinates material testing and quality control efforts associated with construction projects.
Performs related duties and fulfills responsibilities as required.
Job Requirements
Bachelor's Degree from an accredited college or university.
Five (5) years of supervisory experience in construction projects management/inspections or supervisory experience in a construction related field.
Valid Class "C" Texas Driver's License.
Preferred Qualifications
Civil/public works experience (roadway, drainage, utilities).
Inspector supervision and strong field documentation discipline.
Contractor coordination, including pay apps, change orders, and schedule/delay review.
Strong plan/spec reading and utility coordination skills.
Clear communicator with public-meeting and project closeout experience.
Applicant Information
Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Ability to operate a computer keyboard and other basic office equipment.
Proficient in operating a personal computer and utilizing available software (Microsoft Office, etc.).
Ability to coordinate and assist review of as-built documents and project close-out.
Ability to develop plans, procedures, and policies related to construction project monitoring inspection/management.
Ability to review construction engineering plans and specifications for constructability.
Ability to evaluate cost proposals/material cost as it relates to change orders.
Ability to communicate clearly and effectively.
Ability to establish and maintain effective working relationships with City staff and the general public.
Ability to interpret and properly apply all applicable regulations.
