This position is located in St. Paul and may have the ability to telework.
This position is primarily responsible for administering state program activities for livestock concentration point programs. This person will be trained in administration of additional programs covered in his/her/their working group/division including, but not limited to, swine programs, companion animal programs, rabies, equine and sheep and goat programs and may be asked to serve as program administrator in the absence of person with primary responsibility.
These programs are complex and technical, and an intimate working knowledge of applicable rules and statutes is required. The person in this position is expected to have knowledge of animal husbandry, epidemiology, and control of animal diseases. The position requires frequent and ongoing communication with the public, veterinarians, Board of Animal Health (BAH) administrative and field staff, and staff employed with other government agencies.
Work includes, but is not limited to, providing technical assistance to clients to implement licensing, permitting and disease control programs, enforcing Minnesota laws and rules, and entering and managing program data. Responsibilities include reviewing program reports, approving the distribution of program resources, and effectively making recommendations to field and administrative staff regarding program services. The person is expected to conduct and continually improve work processes with specific objectives and goals. Performs other duties as required.
Minimum Qualifications

A Bachelor's degree in animal science, animal husbandry, biological science, public health, or related field
OR
One year of experience in animal husbandry, epidemiology, disease control, biology, laboratory medicine, or related program
AND
Knowledge of modern office procedures, practices, and equipment sufficient to develop and improve work procedures and forms.
Effective oral and written communication skills sufficient to present ideas, explain complex and technical information in a manner which can be easily understood by the public, and to communicate effectively with technical experts and professionals from multiple agencies.
Strong human relations skills to work constructively with other employees, customers, and government agencies to build effective relationships
Organizational skills sufficient to prepare and maintain files in a logical fashion and appropriately prioritize work assignments.
Computer and database management skills sufficient to query, analyze, and prepare reports from stored data.
Ability to perform duties and make decisions independently.
Preferred Qualifications
Knowledge of, or personal experience with livestock exhibitions
Knowledge of livestock auction market practices and operations.
Experience applying animal health program laws, rules, regulations, policies, and/or procedures.
Experience analyzing and compiling animal health information.
Experience developing educational materials on complex topics utilizing common language for appropriate audiences.
Qualitative and quantitative analysis skills sufficient to collect and analyze program-related data.
Ability to build effective relationships and collaborate with stakeholders.
