Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER GROUP of NAVAIRWARCENAC DIV. Responsibilities You will perform or advise on work in any of the phases or systems of budget administration. You will the performance of functions such as formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; review and evaluate budget requests. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations, implementing legal and regulatory controls over approved budgets. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities may also be performed by incumbents of this position. Requirements Conditions of Employment Qualifications GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Perform integrated financial management functions that include responsible stewardship of federal resources; analysis and interpretation of financial and program data; application of strategic thinking to support long-term organizational priorities. 2.) Use of federal financial management systems to ensure data integrity and support reporting. 3.) Effective communication of financial information to diverse audiences. GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Mastery level knowledge and application of Navy financial systems to include Navy ERP and other Navy financial systems; 2) Mastery level knowledge and application for management and allocation of financial resources in compliance with laws, regulations, and policies of budgeting and/or financing to ensure resources are efficiently applied to meet organizational goals and objectives; 3)Mastery application of financial and data analytic systems to compile, analyze, report, and reconcile financial data for informed decision making; 4) Mastery level analysis, evaluation and review of budget/program issues and financial data, and report using business tools and applications.
