Summary You will serve as either a SUPERVISORY OPERATIONS RESEARCH ANALYST or a SUPERVISORY DATA SCIENTIST in the AIR SYSTEMS GROUP, LOGISTICS DEPARTMENT, READINESS AND FLEET ANALYTICS DIVISION, READINESS DATA ANALYSIS BRANCH of NAVAIRWARCENAC DIV. Responsibilities You will serve as the Branch Head and supervisor of the Readiness Data Analysis Branch. You will be directly responsible for the supervision of interdisciplinary scientists, research analysts, and mathematicians, and logisticians assigned to and providing direct analytical and logistics support to multiple programs. You will facilitate the development and sustainment of analytical tools. You will lead a team of data engineers responsible for establishing and maintaining big data pipelines, analytical tools, codebase, process documentation, and dataset development in a medallion architecture. You will make adjustments in the allocation of personnel and other resources in a timely and effective manner to meet program contingencies. You will process documentation and refinement, conduct financial analyses, and review budgets. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coaching, mentoring, and providing career development for a diverse technical team; 2) Ability to identify employee training needs and develop training plans to ensure workforce proficiency and integration; 3) Advising and counseling employees on both work-related and administrative matters; 4) Evaluating subordinate work performance and providing constructive feedback; 5) Applying knowledge of the data science process including data engineering, data pipelining, and product sustainment; 6) Familiarity with system architectures and environments for big data analytics (e.g. AWS GovCloud, Jupiter, or similar platforms); 7) Understanding of concepts related to business intelligence (BI), data visualization, predictive analytics, and workflow automation; 8) Ability to analyze and resolve complex work-related problems presented by subordinates and project teams; 9) Identifying and implementing process improvements to eliminate bottlenecks and improve business practices; 10) Assessing organizational capabilities against future requirements and developing plans to enhance performance; 11) Researching innovative techniques and processes to improve efficiency and value of products and services; 12) Managing personnel, equipment, and resources to meet assigned workloads and project deadlines; 13) Ability to plan and assign work to subordinates, set and adjust priorities, and prepare schedules for completion; 14) Applying in-depth knowledge of program management principles including life-cycle support, systems acquisition, and sustainment; 15) Ensuring the quality of products and services, refining processes, and managing financial analyses and budgets; 16) Briefing senior officials (e.g., senior Navy/DOD) on complex technical and logistical issues; 17) Representing an organization in high-level working groups and initiatives; 18) Exercising diplomacy and tact in negotiations and conversations, especially when dealing with diverse or opposing viewpoints; and 19) Ability to foster open communication among all levels of personnel to achieve organizational goals.
