Requirements Conditions of Employment Qualifications GS-11: To be qualified at the GS-11 grade level in federal service, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: At least one full year of specialized experience equivalent to the GS-9 grade level in Federal service advising managers on various recruitment strategies, including merit principles and hiring authorities; determining applicant qualifications; issuing certificates of qualified candidates to hiring officials for consideration; administering basic guidance on pay, leave and benefits; and processes pay and personnel actions and resolves problems in the Payroll/Personnel System (PPS). OR Education: A Ph.D. or equivalent doctoral degree in a related field (e.g., Human Resources); OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combination of Specialized Experience and Education: A combination of specialized experience and graduate education which when combined equal 100% of the requirements. GS-12: At least one full year of specialized experience equivalent to the GS-11 grade level in Federal service providing management advisory and technical services to staff regarding Federal civilian human resources laws and regulations; advising management on recruitment methods and strategies; developing vacancy announcements; experience evaluating and referring qualified candidates for positions to include adjudicating veterans preference, and non-competitive hiring authorities; administering guidance on pay, leave and benefits; and processes pay and personnel actions and resolves complex problems in the Payroll/Personnel System (PPS).
