This position functions as the Real Property Manager to provide management of Air National Guard real property records, act as an agent for the National Guard Bureau, the State of Minnesota, Department of Military Affairs, and the 133rd Airlift Wing in matters involving real property, to provide management analysis products of base real property records, monitor contract construction projects to ensure capitalization of improvements.

Minimum Qualifications

Responsibilities include:

Maintain base real property records in accordance with Federal, United States Air Force, and Air National Guard requirements.

Manage Air National Guard real property ownership elements.

Prepare management reports and analysis on the status of base real property.

Capitalize all new construction & improvements.

Manages space utilization and optimization of Real Property.

Assist Civil Engineer Resource Advisor.

Demonstrated experience managing and interpreting Department of War (DoW) and Air Force-specific real property instruments, including leases, licenses, and easements.

-Knowledge and the ability to read construction documents.

-Skills in mathematics sufficient to compute estimated quantities.

-Extensive, recent experience with U.S. Air Force construction practices, including project planning and execution within the Air National Guard (ANG) framework.

-Hands-on experience with Air Force real property accounting, budget formulation, and financial management procedures.

Demonstrated proficiency and recent hands-on experience managing real property data and facility planning projects within the NexGenIT, iEMS, and BUILDER SMS systems.

Ability for clear oral & written communication.

-Must possess a valid Minnesota driver's license.

-Must possess a favorable Security Clearance.

Preferred Qualifications

Basic knowledge of surveying, including GPS equipment.

Basic knowledge of ArcGIS software.

A working knowledge of Military regulations & procedures with the ability to communicate within the hierarchy of Military Command.

Physical Requirements

The work is predominantly conducted in an office setting. Job at times will require walking or standing on rough terrain. Ability to climb and work off ladders. Ability to work in confined spaces with limited room to maneuver.
