The MNIT MDH team provides services for over 250+ applications and delivers the information technology to drive one of the leading public health systems in the nation. You will support an agency that works to protect, maintain, and improve the health of all Minnesotans.
The Custom Development Supervisor provides technical leadership and supervisory oversight for a team responsible for the design, development, implementation, and ongoing support of custom applications and enterprise information systems supporting the Minnesota Department of Health (MDH).
This role ensures applications are secure, reliable, scalable, and aligned with business needs and MNIT standards. The incumbent provides guidance on technical approaches, supports structured development practices, and fosters the professional growth of team members by mentoring and developing emerging talent.
Working in collaboration with MNIT leadership, agency partners, and business stakeholders, this position contributes to application portfolio planning, cloud-based initiatives, modernization efforts, and continuous improvement of development and deployment processes. The role balances technical credibility, problem-solving leadership, and people development to deliver high-performing IT services.
Additional details:
This position requires an employee to be onsite at 625 N. Robert Street, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.
This position is temporary and includes full state fringe benefits; it is anticipated to last one (1) year.
Minimum Qualifications

Position requires a minimum of three (3) years of experience in systems analysis, application development, application support, or related IT functions.
Experience must include:
Analyzing, designing, developing, implementing, or supporting custom applications or enterprise information systems.

Designing or querying relational databases (e.g., Oracle, PostgreSQL, SQL Server or similar) and non structured/NOSQL databases such as (MongoDB, Athena, GRAPH/Key Value pair or similar).
Applying programming languages such as Java or JavaScript and associated frameworks in a professional environment.
Utilizing structured development and deployment processes, including source control and change management practices.
Operating within cloud-based application environments (e.g., AWS, Azure, or comparable platforms) sufficient to participate in technical design discussions and guide implementation decisions.
Demonstrated ability to communicate clearly and effectively to foster mutual understanding, and guide teams through change.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving, complemented by formal or informal leadership and people engagement skills to deliver positive user experiences and high-performing results.
Preferred Qualifications
Lead work or supervisory experience.
Proven ability to foster team development by promoting collaboration, trust, and knowledge sharing, while empowering individuals to achieve collective goals.
Experience collaborating with business stakeholders to define requirements, prioritize work, and translate operational needs into technical solutions.
Experience mentoring or coaching IT professionals and supporting skill development within a technical team.
Strongly Preferred Qualifications
Experience supervising IT professionals in systems analysis, application development, or application support functions.
Experience leading or participating in cloud-based modernization initiatives, DevOps practices, or CI/CD implementation efforts.
Experience supporting application portfolios or production systems serving multiple business areas in a public sector, healthcare, or regulatory environment.
