Lt. Governor Dianne Primavera serves as the second highest ranking elected or appointed official in the executive branch of the State of Colorado. The Office of the Lt. Governor works closely with the Office of the Governor to ensure the effective implementation of the Polis-Primavera Administration's priorities. The Office of the Lt. Governor leads a broad portfolio of programs, including Aerospace and Defense, the Colorado Commission of Indian Affairs, Disability Policy, the Office of eHealth Innovation, the Office of Saving People Money on Health Care, and Serve Colorado.
Office of eHealth Innovation
Colorado's 2025 Health Information Technology Roadmap, developed by OeHI and the eHealth Commission, lays out the vision of the work ahead to ensure health information technology and digital health solutions benefit all Coloradans, especially those uninsured or receiving state benefits such as Medicaid. OeHI has made significant advancements to ensure all Coloradans have equitable and affordable access to high quality care.
Office of Saving People Money on Health Care
The goal of the OSPMHC is to identify and implement policies that will reduce health care costs while expanding access to quality care in every corner of Colorado. The Deputy Director of the OSPMHC will be responsible for overseeing the daily operations of the OSPMHC under the direction of the Lt. Governor as Director.

Position Title: Director of the Office of eHealth Innovation (OeHI) and Deputy Director of the Office of Saving People Money on Health Care (OSPMHC)

Organizational Relationships: This position reports to the Chief of Staff to the Lt. Governor, and is part of the Office of the Lt. Governor, while maintaining a partnership with the Colorado Department of Health Care Policy and Financing for OeHI administrative and team support (finance, procurement, team support and leadership, project management support, contracting, etc.) This position supervises the following positions: OSPMHC Health Policy Coordinator, OeHI Deputy Director, and OeHI Operations and Strategic Communications Manager..
Expected Travel: Occasional in and out of state travel.
Industry Conferences as required, approximately quarterly, or more often if asked to speak or participate in key initiatives, or state/national governmental activities.
Summary of Functions:
This role requires a leader who deeply understands how health policy and technology works (in the US and State of Colorado), is passionate about combining technology, innovation, collaboration, and policy to improve health care delivery, and understands how to inspire teams, communities, and leaders to catalyze impactful and lasting change. They will manage staff, work with agencies to develop impactful health policy and programmatic recommendations, support stakeholder engagement, and ensure implementation of administration priorities. This position requires strategic thinking with strong facilitation and management skills. Also required is effective communication and someone who is comfortable interacting with a wide range of stakeholders, including legislators, executive staff, advocates, and members of the public as well as someone comfortable working in and leading efforts in diverse and fast moving environments and have the coordination skills to ensure multiple teams are working together to achieve the health care goals of the Polis-Primavera administration.
Essential Duties and Responsibilities:
eHealth Commission: collaborate with the Governor's Office of Boards and Commissions to recruit, advise, support, and appropriately cycle eHealth Commissioners; organize priorities and content; focus and help lead, in partnership with Commission Co-Chairs, monthly eHealth Commission meetings; foster stakeholder engagement; engage experts; and,facilitate statewide health IT governance.
Strategic Planning: develop and guide the implementation of a statewide health IT Plan as outlined in Colorado's Health IT Roadmap, aligning with public and private health transformation efforts. This strategy is steered by the eHealth Commission and developed by the Office of eHealth Innovation.
State agency health IT coordination, in partnership with the Deputy Director, to foster improved data sharing, data governance, efficiencies, and benefits to Coloradans and the State.
Advancing Colorado's digital health innovation ecosystem into public/private partnerships that can help advance health equity and reduce health disparities across Colorado.
Implementation of Colorado's Health IT Roadmap projects and initiatives prioritized by the eHealth Commission in partnership with state agencies and community stakeholders such as the health information exchanges and analytics organizations.
In partnership with the Colorado Department of Health Care Policy and Financing, Department of Public Health and Environment, Department of Human Services and Office Of Information Technology, advance state and Medicaid priorities and innovations. Medicaid Focused innovations and priorities must align with Medicaid business needs as listed in federal strategy and financing documents such as Implementation and Advanced Planning Documents (IAPDs) and State Medicaid Health Information Technology Plan (SMHP).
Secure new and braid together existing funding sources to advance Colorado's Health IT Roadmap efforts prioritized by the eHealth Commission.
Manage and provide oversight to the Office of eHealth Innovation's capital IT and operating budget. This includes accountability and regular report outs to the Offices of the Governor, Lt. Governor, Health Care Policy and Financing, the eHealth Commission and legislators as requested.
Provide leadership and support toward meaningful use of health information across the state and in alignment with national efforts as the State Designated Entity.
Assists in developing an Enterprise Architecture for inter-state agency health information sharing, as well as developing an Enterprise Architecture for health data assets across the state of Colorado as part of the state health IT plan.
Serve as Executive Sponsor for contracts with vendors and nonprofit partners
Lead and develop the Office of eHealth Innovation's and the Office of Saving People Money on Health Care full-time employees and contract staff to achieve the Office goals and objectives.
Serve as an advisor to the Polis-Primavera administration on health IT policy.
Collaborate closely with teams in the Governor's and Lt. Governor's office and appropriate state agencies. Work closely with the Governor's policy advisors, especially health policy, and the Governor's legislative team to help advance administration priorities.
Coordinate State agency and external engagement efforts. Develop and maintain strong working relationships with key stakeholders and constituencies throughout the state to inform this work.
Work with the Lt Governor to manage the Core 5 Health Cabinet and agencies, ensuring coordination and advancement of Administration priorities and the advancement of metric-based strategic goals.
Work with the Lt. Governor to facilitate the All Roads Lead to Health Cabinet in order to coordinate efforts across state government.
Monitor legislative and administrative developments at the state and federal level that impact Colorado, particularly those that advance the Administration's priorities.
Manage daily operations of the OSPMHC under the direction of the Lt. Governor. Develop and implement office priorities.
Provide briefings, talking points and other work products for the Governor and Lt. Governor.
Provide contract and programmatic oversight in coordination with OeHI Deputy Director, including working closely with Office of Legal Counsel, Office of the Governor Controller, Procurement, and the Colorado Department of Health Care Policy and Financing.
General Duties:
Adhere to all health and safety policies in the planning and execution of activities.
Use word processing, spreadsheet, database, and scheduling software applications to prepare correspondence, plans, reports, schedules, and other documents.
Provide continuous effort to improve operations, streamline processes, and work cooperatively and jointly to provide quality customer service.
Participate in project teams as required.
Participate in conferences and workshops as required.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience and Education:
5-10 years of directly related work experience is required.
Preferred Qualifications:
Bachelor's degree in a related field preferred, but not required - applicable experience may be substituted for a degree on a year for year basis.
Knowledge of challenges facing rural and underserved communities is desirable.
Experience advancing health equity and digital health equity is desirable.
Ability to multitask and function effectively in a complex, high-performing, fast-paced, professional environment.
Detail-oriented strategic thinker with well-developed decision-making, research, analytical and project management skills.
Strong written and verbal communication skills, advanced interpersonal skills, the ability to learn and assimilate information quickly, and the ability to influence and persuade to affect solutions to complex problems.
Ability to assimilate and synthesize complex information and research into concise, relevant, logical and organized formats for analysis and discussion as well as the ability to identify and resolve or minimize potential conflicts in goals and objectives, missions and agendas.
Significant experience with governmental and legislative processes, ideally at the State level.
Strong understanding of health inequalities.
Excellent public policy analysis and development skills.
Experience with facilitation on complex issues.
Ability to analyze and understand disparate health policy impacts on different communities including rural communities, communities of color, disability and aging communities and low-income individuals.
Ability to manage disparate teams in pursuit of common objectives.
A well-developed sense of humor and a joyous attitude.
