Office of Administration - Fiscal & Budget
The Office of Administration (OAD) supports the effective operation of the Department by managing accounting, budget control, procurement, contract management, strategic planning, and personnel management. The Office ensures fiscal responsibility, workforce development, regulatory compliance, and modernization of administrative systems to enhance operational efficiency and transparency.
OAD delivers financial management, HR, IT, procurement, and strategic planning across the department, ensuring that technical offices can focus on their regulatory work. It manages the Natural Resources Trust Authority (NRTA), which oversees financial assurance and bonding programs for site restoration, orphan wells, and environmental liabilities.
This Administrative Program Specialist A position is responsible for performing professional-level administrative duties for the Department of Conservation & Energy (C&E) - Fiscal & Budget Division, focusing on answering, screening, and dispatching all Department phone calls, mail operations, and assisting the Administrative Program Director 2 when needed.

Minimum Qualifications
Three years of experience in administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
LOCATION AND POSITION INFORMATION:
This Administrative Program Specialist A position is located within the Fiscal & Budget Division of the Office of Administration and is domiciled in Baton Rouge, LA. This position reports to the Administrative Program Director 2. Work is largely performed independently and develops and implements office procedures.
Duties include, but are not limited to the following:
Design and enforce standard operating procedures for office workflows to enhance efficiency and consistency in administrative support section.
Answer multiple-line phones and screening calls.
Dispatch all telephone calls daily, providing accurate messages.
Receive visitors upon arrival and accompany them to their destination.
Ensure compliance with state and federal regulations, including audits and reviews of record-keeping processes for all Fiscal & Budget Division documents and records.
Organize, file, and develop an effective document storage and filing system.
Assist in procurement of statewide goods and services throughout the department and ensures all transactions are in accordance with state laws and sound management practices.
Train and assist agency personnel on routine and non-routine procurement responsibilities and activities, including the determination of the correct method of procurement and help in solving all routine and non-routine procurement related problems.
Receive, sort, distribute, and dispatch all incoming/outgoing mail for bulk mail, postal, messenger and inter-departmental mail for the Department.
Participate in special projects as assigned by the Administrative Program Director 2, including research, analysis, and report generation.
Additional duties as assigned.
