Review work with the authority to accept, amend or reject, to insure acceptable quality and quantity. Perform internal personnel administration and management tasks. Initiate personnel actions involving promotions, status changes, awards, disciplinary actions and separations. GS-08 QUALIFICATIONS One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Reviewing and processing a wide variety of complex military payroll transactions, determining entitlements, examining and verifying all documents for propriety, completeness and accuracy, reviewing and processing final actions to resolve various complicated military payroll problems or issues using variety of techniques. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service. GS-09 QUALIFICATIONSOne year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-08) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Applying expert-level knowledge of a large body of military pay rules, procedures and operations sufficient to process pay actions requiring audits, corrections, and adjustments of several interrelated aspects of military pay, sufficient to provide leadership, training and support to others responsible for this work, experience must include applying expert-level knowledge of related payroll systems sufficient to take necessary intervention and bypass of normal automated systems and procedures, and resolve issues within the automated systems. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-08 or higher grade in Federal Service. Education GS-08 Substitution of Education for Experience: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. This position requires you to obtain and maintain a Level 1 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment.
