We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Military and Veterans Affairs is seeking qualified candidates to fill an emergencyAdministrative Services Manager Ivacancy related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment toAdministrative Services Manager I.
Essential Job Functions
An Administrative Services Manager I is responsible for a combination of the following job functions, as it relates to Grants and Contracts:
Grants, Contracts, and Solicitations
Plans, assigns, directs, and evaluates the work of staff responsible for reviewing and processing Departmental grants, contracts, and solicitation transactions.
Responsible for monitoring the day-to-day fiscal operations including grants, contract and solicitation review, County Counsel correspondence, grant and contract budget review, and grant and contract monitoring.
Analyzes and makes recommendations for the preparation, development, negotiation, administration, and termination or renewal of the most specialized and technically complex departmental grants and contracts.
Ensures compliance with current laws and regulations, established standards and procedures for service to customers, vendors, grantors or contractors, including prompt response to telephone or written inquiries, rapid resolution of problems related to documentation and ongoing communication of bid status, contract compliance, and delivery date.
Investigates complaints and formulates procedures for the resolution of contracting issues from Department staff, contractors, community groups, and members of the public.
Manages the bulk grant contract signatory process in collaboration with the Grants Division, to execute contracts annually.
Oversees the drafting and revision of Department templates for contracting functions including, but not limited to, RFP, RFSQ, Standard Terms and Conditions, consultant contract templates, etc.
Works with program staff to evaluate and improve solicitation and contract processes.
Supports program staff in developing contract specifications and/or scopes of work, solicitation packages, and other related documents to support program objectives.
Assists in preparation and submission of federal, state and local grant applications with a focus on homeless and justice-involved veteran programs and participates in the competitive bidding process by providing technical assistance to evaluators.
Prepares and/or analyzes applications for the most complex grants and monitors program related activities and services to ensure quality assurance with grant activities.
Prepares written reports on program activities and on progress toward achieving the overall goals of the program.
Manages assigned contracts including monitoring expenditures to ensure budgetary compliance, prepares budget modifications, ensures both accuracy and compliance with reporting data requirements, approves invoices and ensures the agency maintains inventory of purchased equipment.
Additional Responsibilities
Supports the Chief Deputy in the development of short and long-term strategies to improve Departmental operations around homeless programs and initiatives.
Responsible for supporting and implementing initiatives that promote diversity, equity, and inclusion within the Department's financial and administrative processes and practices.
Completes special projects, assignments, correspondence, studies, and reports, as required.
DESIREABLE QUALIFICATIONS:
Experience in researching, preparing, and submitting federal, state, and local grants with a focus on homelessness, justice-involved or veterans.
Experience in drafting, reviewing, administrating, and monitoring contracts.
Experience in researching current laws and regulations as it pertains to veterans, homelessness, or justice-involved
The ideal candidate will demonstrate:
Strong verbal and written communication skills demonstrating knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

Ability to review documents for accuracy, completeness, and compliance; compile data and information for reports; compose letters and memoranda; explain policies, procedures and interpret relevant laws.
Strong organizational skills
Ability to prioritize, schedule and manage daily work activities, tasks, and assignments.
Proficient in Microsoft Word, Outlook, Excel, and Teams.
Ability to learn and adapt to various work styles and techniques.

Requirements
TRAINING AND EXPERIENCE:
Option 1
A Bachelor's degree from an accredited college or university -AND- Three years of experience performing analytical assignments, two years of which must have been at the associate analyst level*, primarily researching, analyzing and synthesizing data, as well as making recommendations for resolving administrative or operational problems within one or more of the following administrative fields: human resources, budget, finance, contracts or other closely-related administrative field.
*A Master's degree or higher in Business Administration, Public Administration, Law or closely related field may be substituted for one year of the required experience.
Option 2
Five years of experience performing analytical assignments, two years of which must have been at the associate analyst level**, primarily researching, analyzing and synthesizing data, as well as making recommendations for resolving administrative or operational problems within one or more of the following administrative fields: human resources, budget, finance, contracts or other closely-related administrative field.
**Associate analyst level work involves 1.) the independent performance of a variety of routine to moderately complex assignments and/or 2.) under more direct supervision, the performance of complex assignments. Both @types of assignments require the use of established research and analytical methods and techniques, as well as sound professional judgment to analyze and resolve problems and issues related to administrative functions such as human resources, budget, finance, grants, contracts and other closely-related administrative functional areas. This level of work is generally assigned to positions in classifications above the entry level classification of the respective series.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Positions within this class require light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
