Description of Work
This position is the Department's subject matter expert of all manufactured products produced and placed within NCDOT construction and maintenance projects. This position oversees all aspects of the Manufactured Products Group specifically dealing with manufactured products comprised of concrete, metals, plastics, timber/wood, brick, and block materials. This position, in addition to being NCDOT's manufactured products subject matter expert, this position supervises 27 staff members comprised of Engineers, Technicians, and embedded CEIs who are also subject matter experts in their specialized field. This group is responsible for handing plant/facility approvals, inspection of all manufactured products, providing certifications and various trainings to Department staff and industry partners.
This position serves a critical role within the Department as without the work overseen by this position, all NCDOT construction and some maintenance projects would not be allowed to commence due to this groups work being required by both state and federal legislation.

Knowledge, Skills and Abilities / Competencies
Management prefers applicants with the following:
Basic knowledge of AASHTO, ASTM, NCDOT Specifications to ensure compliance with established testing and inspection methods at producer facilities as well as on location at NCDOT projects.
Basic knowledge of concepts, practices, and theories used in the manufacturing of concrete, metal, plastic, block, and timber products used in highway construction.
Demonstrated ability to apply considerable knowledge of supervisory practices in supervising others, including communication skills, delegating, and assigning duties, managing employee expectations, dealing with difficult employees, and evaluating employee performance.
Experience managing moderately complex statewide programs that incorporate inspection, sampling, testing, and reporting based on engineering principles and design needs and standards.
Experience reviewing work to ensure compliance with standards and requirements; guides staff in providing appropriate documentation to support conclusions and/or assess options in complex situations.
Additional Expectations:
Management prefers a licensed professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
Ability to safely navigate hazardous work situations on and around highway construction projects, material stockpiles, producer facilities, etc., while following established in-house safety procedures as well as the safety procedures established at each respective production facility.
Must be able to legally operate a state vehicle.
Minimum Education and Experience Requirements

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience including two (2) years of supervisory experience; or an equivalent combination of education and experience.
Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
