The Intelligent Transportation Systems (ITS) & Signals Management Section plans, designs, and implements ITS technologies across North Carolina. We are seeking anEngineering Supervisor IIIto serve as theState ITS Engineer, responsible for managing ITS Development and Design, Metropolitan Signal Systems, and Signal Communications groups, coordinating with Traffic Systems Operations, and overseeing contract management.
Key Responsibilities:
Supervise and manage the ITS Group, including theITS Development and Design,Metropolitan Signal Systems, andSignal Communicationssquads.
Lead, supervise, and direct engineering staff and Private Engineering Firms (PEFs) in ITS Group project design, implementation, and field inspections for system testing and acceptance.
Review and approve plans, project provisions, material submittals, and contract deliverables across various project delivery @types (Bid Build, Design-Build, CM/GC, etc.), ensuring adherence to timelines.
Manage PEF prequalifications, contract scoping, negotiations, and administration to maintain project compliance and efficiency. Evaluate and recommend current and proposed ITS products for inclusion onthe ITS & Signals Qualified Products List(QPL).
Collaborate with the Statewide Traffic Operations Center (STOC), Regional Traffic Management Centers (RTMCs), Highway Divisions, and other agencies to improve transportation system efficiency and reliability.
Support TSMO by providing feedback and coordination for grant applications to secure local, state, and federal funding for ITS deployments and operational improvements.
Manage program initiatives, including special assignments that align with unit goals and require adaptable leadership approaches.
Travel statewide and occasionally nationally as needed.

Knowledge, Skills and Abilities / Competencies
Management prefers applicants that demonstrate the following:
Contract management experience
Demonstrated ability to work cooperatively in collaboration with diverse stakeholders and to explain complex engineering concepts and related facts in a clear, concise, and organized manner
Demonstrated ability to work with various NCDOT personnel, municipalities, private engineering firms, and contractors
Experience with traffic engineering and traffic operations concepts, practices, and theories
Additional Expectations:
Must be able to legally operate a state vehicle.
Preference will be given to an individual licensed as a Professional Engineer in North Carolina.
Proficiency with CADD and GIS mapping is helpful.
Ability to traverse rough terrain, climb ladders, and ride in a bucket truck as needed.
Familiarity with various communications technologies used in traffic management center architecture and equipment, including serial, Ethernet, and IP technologies is helpful.
Experience with ITS devices and signal systems including preparing technical drawings and specifications for ITS, Computerized Traffic Signal Systems, and Signal Communications is helpful.
Experience designing and/or reviewing utility make-ready plans, fiber optic communications cable routing plans, and ITS plans is helpful.
Experience in ITS device implementation such as CCTV cameras, Dynamic Message Signs, fiber optic communications networks, Ethernet network systems, and connected and autonomous vehicle technology is helpful.
Knowledge of the National Electrical Code (NEC) and National Electrical Safety Code (NESC) for evaluating Utility Make-Ready and construction plans is helpful.
Understanding of Traffic Engineering and ITS Architectures, ensuring compliance with the National ITS Architecture as required by Federal Rule 940 (23 CFR Part 940 ) is helpful.
Minimum Education and Experience Requirements

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience.
Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
