Summary About the Position: This position is located at the Mark Center Building in Alexandria, VA. The Mark Center is the new location for the Washington Headquarters Services of the United States Department of Defense (DoD) and a number of other DoD agencies. The name of the site refers to the "Mark Center" commercial property in which it is located. This position may be eligible for situational telework as determined by the agency policy. Responsibilities Serve as the Personnel Security (PERSEC) program manager for the Headquarters Department of Defense Education Activity (DoDEA) and is responsible for the implementation and sustainment of the DoDEA worldwide PERSEC programs. Direct and plan the development, implementation, and operation of the PERSEC programs. Plan, manage, and supervise a staff of security and administrative support specialists performing PERSEC and other security-related duties. Integrate the following sub-component security activities: security investigations, risk determinations for non-sensitive and national security positions, fingerprint services, child care checks, suitability, and system access authorization requests. Develop, monitor and oversees the development of PERSEC policies, regulations, and procedures. Conduct research, business case analysis, cost/benefit analysis, and risk analysis to improve policies to gain cost efficiencies and increased operational effectiveness of the PERSEC programs. Effectively communicating routine and complex personnel security policies, procedures, and determinations to diverse audiences, such as employees, contractors, and senior leadership. Managing workload assignments and personnel ensuring efficient, effective operations contributing to the overall success of an organization or agency.
