Project Overview:
Bechtel's focus on renewables and clean energy is helping our customers deliver transformational renewables and clean energy projects. Bechtel renewables team will perform the project management, engineering, procurement, construction, commissioning and startup for the Mammoth South, Central I and Central II project for a 376MW DC each (Total of 1.1GW DC) solar plant in Pulaski County, Indiana.
Job Summary:
The Field Engineer - Electrical / Startup is responsible for overseeing operations within the applicable discipline and providing field engineering support with work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspection and testing knowledge, and coordination of system turnover. Supports the Project Field Engineer, Superintendents, craft, and others, as assigned. Produces commissioning test documents in accordance with the agreed procedures and leads a team of technicians and subcontractors in the execution, documentation and review of commissioning tests and the results generated. Ensures assigned construction / startup operations and contractors' performance are in compliance with specifications and within schedules and budgets. Reports to Project Field Engineer for daily scheduled work priorities, and your work will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements. #LI-SP1
Major Responsibilities:
Leadership/Supervision
Supervision of the Commissioning technicians under their direct responsibility.
Work Planning & Packaging
Prepares construction drawings and sketches.
Facilitates planning construction methods and procedures.
Interfaces in planning construction methods and procedures.
Providing support to field supervision in establishing requirements for manpower, tools, equipment, and material requirements for a given work evolution.
Developing installation work packages for scopes of work in support of the construction schedule.
Material Management
Initiates requisitions for field purchases
Prepares quantity takeoffs of field purchased material and equipment.
Assisting field procurement in receipt inspection and reporting of associated equipment and materials and preventive maintenance requirements.
Quantities
Verifies commodities on quantity tracking systems or other computer database systems as required.
Safety / Quality Control
Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
Ensuring all installations are per latest revisions of design drawings, specifications, standards, and codes.
Adherence to the agreed Commissioning Quality Management System and ensuring that the commissioning team members correctly apply procedures, codes and standards to commissioning activities.
Witnessing and approval of vendor test documentation and results.
Carry out Risk Assessment and produce Safe Systems of Work.
Technical
Proactively considers continuous learning or show interest to pursue appropriate learning activities.
Performing inspections and initiating supporting documentation for all discipline system installations on an ongoing basis.
Trouble-shooting the design and resolving issues with engineering and/or fabricator using formal field documentation processes.
Input to, production and checking of Commissioning Documentation and other commissioning deliverables (including Test Documentation, Commissioning Reports).
Execute commissioning tests to developed schedule.
Input to the compilation and review of Commissioning packages.
System Turnover Coordinator
For Direct Hire
Develops firm understanding of system and area scoping and drawings required for package development.
STR / Subcontract Coordinator
Reviews and approves inspection test plans,
Coordinates reviews of subcontractor submittals.
Education and Experience Requirements:
Required bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
Required Knowledge and Skills:
Must be physically capable to conduct field inspections and participate in project walkdowns which require the following activities: extensive walking in and around a construction site, walking on uneven surfaces.
Basic knowledge of EPC and EPCM construction programs, technologies, means and methods.
Basic knowledge of supervisory functions relating to construction field activities.
Demonstrated commitment to Environment, Safety and Health (ES&H) and commitment to a Zero Accident safety program.
Prior SetRoute/Smart Completions experience an asset.
Basic knowledge of electrical commodity and equipment installation including: cable pulling, terminations, and underground direct bury cable installation.
Prior GIS experience an asset.
Commissioning experience working on power and/or electrical systems.
Knowledge and experience of commissioning & Integration of facility mechanical and electrical assets.
Demonstrable experience of previous commissioning documentation production.
Demonstrable experience across a range of Commissioning projects, topics and processes including ideally solar projects.
High degree of PC literacy (Microsoft Office applications).
