The Instrument & Electrical (I&E) Technician performs a wide variety of technical tasks for the Texas Team across a wide area of responsibility. The primary focus of this position will be the safe operation, construction, and maintenance of various @types of process instrumentation and electrical equipment involved in the transport and measurement of refined petroleum products, liquefied petroleum gas, natural gas, and other chemicals. I&E Technicians are expected to be proficient in planning and coordinating work activities with other team members and support groups and to act on their own initiative to identify and correct I&E related issues, workplace hazards, environmental concerns, and site security concerns. They may be required to act as a field team liaison/Subject Matter Expert when working with third parties and when necessary for project planning, development, and implementation and work with a wide variety of individuals and personalities on a daily basis. I&E Technicians are process oriented with a focus on results and apply technical and business principles while using all available quality tools and methods to make independent decisions while performing their daily work. They will be required to obtain and maintain a minimum of Hazwoper Level II and Level V certification and possess a demonstrable knowledge of emergency response procedures. The successful candidate will be expected to perform week long on-call duty as the primary on-call contact on a rotating basis and possibly more often when coverage needs arise and will be expected to answer calls after regular work hours, on weekends and during holidays. Under our current normal workload this position will require 20 to 30% overtime to be worked.

Responsibilities for this position may include but are not limited to
Installation, operation, maintenance, troubleshooting, and repairs of assigned pipeline system I&E related equipment/facilities including low/high voltage systems. Know Company, industry, agency, and government codes, practices, regulations, and standards and obtain all necessary licenses and certificates pertaining to work performed. Ability to read and follow P&ID, Area Classification, Electrical One Line, and instrument/electrical loop drawings along with equipment blueprints, manuals, and other technical references and perform arithmetic computations in the performance of daily work. Utilize technical principles and troubleshooting skills to determine the cause of pipeline system equipment problems and make the required repairs or arrange for additional diagnostic and/or repair support. Assist in development of I&E related maintenance procedures and perform routine maintenance checks. Perform, or direct the performance of a variety of skilled I&E work including installing, disassembling, assembling, inspecting, repairing, altering, calibrating and occasionally fabricating parts for I&E related pipeline system equipment and facilities including system controls, tele-metering, and electrical (power) systems. Work may include high voltage installations and repairs and/or pole and line work at some locations. Function as a project lead for assigned project I&E related aspects including equipment specification, project PHA participation, third party interfacing, and direction of contract work crews. In consultation with the HES SME, dispose of, or direct the disposal of, waste generated as a part of daily work performed in a safe manner and in compliance with all hazardous waste transportation and disposal regulations and requirements. With direction from the HES SME, prepare manifests for the shipment of hazardous waste and prepare soil or other samples for shipment. Participate in quality teams at the Field Team or Regional level to improve and standardized work processes. May lead sub-teams at the Field Team level. Develop and use metrics to analyze, improve and implement work process change. Assist in the training and coaching of other team members in routine I&E skills associated with assigned pipeline systems. Provide input to and implement the Business Plan at the Field Team level. Monitor and review financial performance metrics and recommend ways to improve the team's financial performance. May coordinate the inspection, performance and documentation of facilities compliance checks, and track compliance checklists. Perform compliance inspections and participate in agency inspections. Work closely with local and remote operations, technical, and maintenance personnel as well as the CPP engineering and SCADA groups. The ability to fill many different roles, remain flexible in order to accomplish any task within the individual's competencies as assigned by local management, and work safely/efficiently is essential for this position.
Required Skills:
High school diploma or equivalent is required.
Ability to pass scheduled assessments of I&E related knowledge ability to perform necessary job duties.
Hazpower Level II & V certification is required. If not currently certified, must become certified within 1 year of hire and certifications must be maintained
Valid driver's license required.
TWIC card required or ability to pass background check and obtain a TWIC card.
ISTC or HSC basic safety training certification required or ability to complete the training along with various site-specific training courses as required for third party facility access.
Preferred Skills:
Experience with Emerson GE Rx3i PLCs including Proficy software along with ability to read, interpret, and troubleshoot PLC ladder logic.
Experience with Omni and Spirit flow computers and associated software
Experience with satellite and radio communications equipment
Proficient in the use of SAP
Other skills that will be considerations:
Institutional knowledge of pipeline I&E instrumentation and electrical equipment related to control and measurement of purity products and feedstocks.
Experience with PLCs and flow computers other than the brands previously specified
