Project Overview
Join us as we make history at the Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant. We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.
Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.
Job Summary:
The WTP Project is looking for a Prime Contract Operations Manager, reporting to the Prime Contract Manager. This position will manage the day-to-day operations of the Prime Contracts organization, responsible for administering a $17 billion contract with the Department of Energy (DOE).
Full-Time In Office : This position is a full-time role located in the Richland, Washington project office, and works a 9/80 schedule, offering every other Friday off. #LI-LM1
Major Responsibilities:
Develop the contract strategy for the project based on applicable laws and Bechtel's license(s) in the executing location(s), customer requirements, and the overall project execution strategy considering project risk, pricing, scope, and schedule. Use the contract strategy to prepare and implement the project contract execution plan.
Initiate, administer, and manage Memoranda of Understanding (MOUs), and other instruments requiring services from other US Government Contractors such as Work of Others (WFO) and Inter-Entity Work Orders (IEWO) within the DOE complex.
Provide operational direction, technical, and functional guidance to the project contracts personnel and other personnel in the performance of contract tasks as determined with Project Management, Engineering, Construction, Operations, and Procurement
Provide support and guidance to the Prime Contract Manager, Commercial Manager, Project Director, and other senior managers in the execution of the prime contract; work with the project management team to identify the prime contract baseline, to identify project opportunities and risks, and to develop risk mitigation plans.
Ensure the monitoring of contract quality, cost, and performance and that all contractual duties and obligations are met by all parties to each subcontract.
Coordinate the project's award fee process, including preparation and submission of performance self-assessments.
Provides guidance and input to the GBU functional manager to assist with the development and training to Contract staff assigned to the project team.
Education and Experience Requirements:
Requires bachelor's or master's degree (or international equivalent) and 13-15years of relevant experience or 17-19 years of relevant work experience
Required Knowledge and Skills:
Must possess the right to work and remain in the United States without Bechtel visa sponsorship now or in the future.
Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge)
Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns-including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries-are subject to additional security requirements that limit site access.
Prior direct experience as a federal prime contract manager for a U.S. Government contractor or a U.S. Government Contracting Officer strongly preferred.
Experience with highly complex cost-reimbursement U.S. government contracts strongly preferred.
