What You Will Do
The Production Analysis and Transformation (PAT) Manufacturing Support Manager 4 is a group leader position within PAT-2 - the Technical and Personnel Pipelines group. The Manufacturing Support Manager builds a cohesive, high performing team; directs the work activity to meet deliverables; and manages the execution of work in alignment with the organization's vision, goals and commitments. The Manufacturing Support Manager is responsible for scope, schedule, budget, quality, safety, security, and environmental compliance for the team. The Manufacturing Support Manager applies wide-ranging experience, uses professional concepts and Laboratory objectives to resolve complex issues in creative and effective ways.
PAT-2 is responsible for significant interactions with local and regional colleges and universities (at present 19 institutions) and manages a staff that provides technical and logistical support to early technology research at these institutions and developing and bridging that technology to production operations as appropriate through interfacing with LANL Laboratory Directed Research and Development (LDRD) and individual LANL-based research groups. University activities develop 2-400 students a year as potential LANL employees. PAT-2 is the host organization for approximately 40 university professors and students with clearances or in process for obtaining a clearance and hosts 10-15 student interns each year. PAT-2 takes the lead in Associate Laboratory Directorate for Weapons Production (ALDWP) recruiting activities. This position will travel on average at least one week per month. This position will supervise staff enrolled in the Human Reliability Program (HRP) and is recommended for participation in HRP.

Leadership/Supervision
Demonstrated expertise and technical leadership in two or more of the following areas:
Demonstrated experience communicating at senior manager and external customer levels up to and including director or organizational presidential levels.
Demonstrated experience with LANL reporting, contracting, and student internship policies and procedures
Demonstrated experience managing facility and personnel administrative work with experience in hiring, onboarding, clearance processing, and internships.
Demonstrated knowledge and proven ability in management, supervision, and development of assigned employees, including team building, consensus building, problem solving, and conflict resolution.
Financial
Demonstrated experience contracting, negotiation, and issue resolution for personnel, programmatic, and budgetary activities both internal and external to LANL
In-depth knowledge of work package development and execution, identification of resource requirements and development of resource loaded schedules and financial stewardship.
Communication
Record of effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications.
Education and Years of Relevant Experience
Position requires a Bachelor's Degree in a related field from an accredited institution and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

Experience providing briefings and/or stand up instruction in an operational environment.
Knowledge of regulatory and Laboratory requirements related to nuclear facilities.
Detailed knowledge of Laboratory practices polices, and procedures specifically relating to reporting, publication and external release of technical information

Work Environment:
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
