JOB REQUIREMENTS: Valuation of real property for property assessment purposes with a strong emphasis on mass appraisal methods for residential and commercial property valuation. Provides analysis and application of income and expense information for income producing property. Performs field reviews of new and existing property to ensure complete and accurate property records. Amends or creates descriptive land records for newly created or changed parcels of real estate. Analyzes property sales and all other market/economic data to establish property values. Compiles data and prepares information/reports to substantiate property values. Analyzes statistical data and prepare statistical reports. Determines the fair market value of real property through the application of professionally accepted standards and methods of mass appraisal. Explains to taxpayers the laws and procedures under which Wisconsin assessments are determined. Receives and investigates concerns about assessed values and resolves valuation issues with taxpayers. Resolves complex valuation issues with attorneys, tax representatives, private appraisers, and property owners. Processes assessment appeals and prepares appraisal reports for residential or commercial appeal proceedings. Presents and defends the accuracy of residential or commercial assessments during appeal proceedings. Composes technical reports defending assessed values on appeal or when appealing property values and appraisals of external agencies. Utilizes excellent judgment and is tactful and diplomatic when interacting with the public, co-workers, and elected officials. Maintains and updates data utilizing Microsoft Suite, Market Drive assessment management software, and NCSS software. The ability to work with Crystal Reports is definite plus. Plans and prioritizes job assignments and work activities. Works independently away from Village offices for extended periods of time. ** OTHER EXPERIENCE AND QUALIFICATIONS: Requirements - educational, certifications and experience Appraiser I Associate Degree in Real Estate, Business, Mathematics or other related field, Bachelor\'s Degree strongly preferred. 2+ years of experience establishing property values for taxation purposes in a governmental office or performing mass appraisals in an appraisal firm. Certification by the Wisconsin Department of Revenue as an Assessor 1 within three months of hire. A valid drivers license. Experience utilizing Microsoft Office Suite, primarily Word, Excel, and Access. Experience or familiarity with Market Drive, NCSS software, and Crystal Reports is preferred. Knowledge of mathematical and statistical analysis used in real property mass appraisal. Knowledge and ability to interpret work-related materials such as Wisconsin state statutes and case law, the Wisconsin Property Assessment Manual, and the Uniform Standards in Professional Appraisal Practice (USPAP). Familiarity with building and construction practices and principles is preferred. A combination of training and experience that provides the required knowledge, skills and abilities, will be considered.
