Summary As the Performance and Accountability Manager at the GS-0201-15, you will serve as a key leader in the Center for Leadership, Performance, and Accountability, Workforce Policy and Innovation, Office of Personnel Management. Responsibilities If selected, you will lead government-wide human resources policy and advisory work in labor relations, performance management, employee accountability, talent, learning and development, and workforce culture programs. You will advise senior leaders, coordinate sensitive cases, develop regulations, policy, and guidance, and supervise HR specialists supporting Federal agencies. Leads, plans, organizes, directs, and evaluates the work of HR specialists supporting labor relations, employee accountability, talent, learning and development, and performance management, and workforce culture programs. Analyzes negotiated agreements, third-party decisions, judicial interpretations, and other labor-management matters to identify issues, trends, and government-wide policy implications, and recommend OPM action before the Merit Systems Protection Board and federal court. Reviews performance, conduct, discipline, and workplace standards issuescases and coordinates with legal counsel, employee and labor relations, investigative, and equal employment opportunity officials. Evaluates non-executive performance appraisal and accountability systems for effectiveness, compliance, meaningful standards, and alignment with statutory, regulatory, and OPM policy requirements organizational mission. Leads the design and development of policy and programs to ensure the Government's learning and development efforts support strategic human capital investments in Leadership, Knowledge and Talent Management. Develops and coordinates government-wide policies, guidance, analyses, reports, and implementation approaches for human capital programs and initiatives. Advises OPM leadership and Federal agencies and represents OPM in interagency groups, consultations, meetings, briefings, and other forums involving human capital policy and programs. This position is not eligible for inclusion in a bargaining unit Qualifications For the GS 15: You must have one year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or equivalent, performing human resources management work that includes: Interpreting and applying human resources laws, regulations, policies, guidance, and collective bargaining agreements to advise leadership and recommend actions affecting government-wide human resources programs; Analyzing negotiated agreement provisions, third-party administrative decisions, judicial interpretations, and labor-management matters, and coordinating cases with legal counsel, employee and labor relations, investigative offices, and equal employment opportunity officials to assess findings and recommend corrective or preventive actions; Assessing non-executive performance appraisal and accountability systems for effectiveness, compliance, meaningful performance standards, and alignment with organizational mission, and recommending program improvements; Communicating human capital issues, analyses, recommendations, and policy options to senior leaders and other stakeholders through executive briefings, written analyses, presentations, or multidisciplinary teams; and Developing and implementing agency-wide or government-wide policies, guidance, or program improvements across human capital areas such as performance management, labor and employee relations, awards and recognition, workplace culture, and talent, learning and development. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level.
