Summary Vetting Analysis Division (VAD) conducts vetting and pre-screening of transportation related credential holders and applicants, passengers, and cargo to identify and report potential terrorism-nexus and national security threats. The National Transportation Vetting Center (NTVC) has a 24/7 Operation to conduct comprehensive vetting, identity verification and resolution, and analysis of passengers, credentialed transportation workers, and cargo to identify high-risk individuals and shipments. Responsibilities This SUPERVISORY TRANSPORTATION SECURITY SPECIALIST position is located, Technology Systems (TS), Vetting Operations (VO) Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Applies practical knowledge and experience of agency transportation security policies, directives, and regulations. Translates agency policies, guidance, and policies into written and oral operational guidance for call center personnel operating in the 24-hour operations center. Prepares guidance to ensure operational personnel properly escalate, report, and document incidents of noncompliance by air carriers or airport staff. Resolves recurring issues/problems independently. Consults with higher-level management when existing guidelines are not available or are not applicable to unique or more complex issues. Conducts aggregate monthly review of calls and call tickets to identify positive trends and areas of needed improvement for the NTVC Operations. Reviews the work of immediate subordinates. Conducts monthly quality assurance reviews. Interfaces with domestic airport staff to obtain direct feedback on the performance of call center personnel. Performs a variety of supervisory duties and responsibilities to include coordinating and evaluating subordinates' work to assure balanced workload and timely responses to assigned actions. Provides advice, counsel, or instruction to employees on both work and administrative matters, while developing job descriptions and assigning work to subordinates based on priorities, as well as hearing and resolving complaints from personnel and referring unresolved matters to higher authority. Conducts the full scope of Supervisory responsibilities including but not limited to taking disciplinary action when necessary, interviewing and selecting applicants for vacancies, establishing performance standards, evaluating performance, recommending training and development, recognizing high quality performance, scheduling and approving leave, and participating in manpower surveys and reorganization study groups as required. Qualifications To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Translating policies into written and oral operational guidance for personnel, AND Identifying positive trends and areas of needed improvement and directly reviewing the work of immediate subordinates, AND Applying knowledge of, and identifying training requirements for, Secure Flight operations and Identity Verification. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
