This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

This position provides direction and coordination for all phases of grants, supports internal payment controls, and manages and monitors grant budgets and related requests for funding across the Office of the Medicaid Medical Director. This includes developing grant administration training sessions with community and clinical partners to advance equitable grant making procedures; developing financial reporting systems; monitoring compliance of grantees; and evaluating policies and procedures for grant administration ensuring alignment between state and federal procurement laws. This position leads all fiscal and contracting administrative duties for the following: grants, contracts, interagency agreements, joint power agreements, and federal budget amendments and continuation of funding and carryover requests. In doing so, they manage complex decisions with heavy communication between Division and Agency-level fiscal, budget, and grants and allocations staff as well as with CMS project officers and grants management specialists. This position oversees the funds appropriated by legislature for HR 1 implementation (approximately $2 million annually).

Minimum Qualifications

Two years experience with budget development, cost allocation, financial risk assessment, performance monitoring, and/or compliance systems.

Experience must demonstrate:

Project management skills sufficient to manage multiple complex grant and contract timelines, activities, and deliverables simultaneously.

Preferred Qualifications

Knowledge of OMB Uniform Guidance (2 CFR 200), DHS and OGM budget and contracting policy, and state procurement statutes sufficient to administer grants and contracts and ensure compliance with applicable requirements.

Develop and implement equitable grantmaking practices and provide technical assistance to community-based organizations navigating state grant and contracting systems to reduce barriers to funding access and support compliant participation in the grant process.

Knowledge of agency fiscal and grants management systems, including SWIFT, EIOR, EGMS, CIS, and SharePoint, sufficient to administer grant transactions, maintain documentation, and monitor grant activity.

Ability to analyze fiscal reports sufficient to adhere and conform to federal laws, state statutes, and departmental policies.

Keen attention to detail sufficient to maintain high accuracy, error prevention, internal controls, and efficiency.

Written and oral communication skills sufficient to provide technical assistance, communicate grant requirements, negotiate grant and contract terms, and prepare clear grant documentation and reports.

Variety of experiences working effectively with others from different backgrounds and cultures.
