Job Summary:
The RHTP Participant Engagement Specialist ensures that all employment and training programs, healthcare subawards, and partner service agreements strictly adhere to federal, state, and local contract regulations as defined by the AZ RHT Federal Contract. This role conducts regular client
file and financial record audits, monitors subcontractor performance, provides technical assistance on compliance and reporting systems, manages contract administration, and implements corrective action plans to mitigate risk and ensure high-quality program execution.

Job Duties:
Monitoring & Auditing: Conduct regular audits of client files, eligibility documentation, and financial records for compliance with policies and RHT protocols.
Regulatory Compliance & Policy Oversight: Ensure all workforce development programs, education pathways, and subgrantee operations comply with federal, state, and local regulations. Maintain active alignment with public policy frameworks and governing grant mandates.
Contract Administration & Service Agreements: Review, monitor, and administer subcontracts, program service agreements, and subrecipient performance metrics.
Technical Assistance & Training: Provide training to workforce partners and staff on compliance requirements, reporting systems, and best practices.
Reporting & Data Management: Provide direct technical assistance and training to workforce partners, educational institutions, and internal staff regarding regulatory compliance requirements, reporting systems, and best practices.
Investigation & Corrective Action: Investigate alleged misconduct or fraud and develop corrective action plans for non-compliant program areas.
Contract Administration: Review and monitor subcontracts and program service agreements.
Perform related duties as assigned.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
Public Policy & Regulatory Frameworks: In-depth knowledge of public policy, federal grant management, CMS contract guidelines, and administrative oversight standards.
Skill in:
Auditing & Monitoring: Demonstrated expertise in conducting client file, eligibility, and financial audits, as well as establishing standardized subrecipient monitoring protocols.
Analytical & Data Skills: Strong ability to analyze complex programmatic and financial data to evaluate performance, track compliance metrics, and identify operational risks.
Software Proficiency: High proficiency in database management tools, CRM platforms, compliance
tracking software, Google Apps, and Microsoft Office Suite.
Ability to:
Communication & Technical Assistance: Excellent verbal and written communication skills to author
detailed compliance reports, deliver technical assistance, and train workforce partners on regulatory systems.
Selective Preference(s):
Bachelor's degree in Public Policy, Business Administration, Education, or a related field.
3 to 7+ years of relevant experience in regulatory compliance, grants management, auditing, or contract administration within workforce development, healthcare, or public sector systems.
