MITRE's Air and Space Forces Center (A&SFC) aims to solve the United States Air and Space Forces' problems using operational understanding, technical expertise, technology landscape view and cross-enterprise connectivity. The A&SFC Program Management & Operations (PM&O) team assists the A&SFC in their mission by leading execution of operations, tracking program execution across all programs, and coordinating with Human Resources and Center leadership on workforce planning, program delivery, and other key operating functions.
Roles & Responsibilities:
Product Quality
Responsible for the reviewing all deliverable products for compliance with AF contract program management requirements before submission to the AF, interpreting the requirements and providing direction (including deviations from standard policy and procedures), as needed, and provide final approval for delivery.
Works autonomously within established procedures and practices; determining improvements to processes and methods as applicable.
Applies lead level technical or administrative expertise pertaining to analytical or mechanical practices, scientific methods, or operational processes to perform a broad range of complex work assignments across a variety of stakeholders
Deliverables Schedule
Monitor, review, analyze, and report on progress of work program funding/deliverables/products
Develop recommendations for management action to ensure on-schedule delivery to the AF
Support the Quarterly A&SFC PMRs. Responsible for having draft and final materials to AF Contracts within the timeline outlined in CDRL A006.
Support A&SFC Annual Report within the timeline outlined in CDRL A007.
Manage and report and indirect budgets and spending to A&SFC VP, monitor execute and adjudicate shortfalls, discrepancies or other issues as required
Cyclical Program Management Requirements
In support of the A&SFC PM&O Senior Manager, analyze cyclical A&SFC business and MITRE Corporate program management planning and reporting requirements and develop detailed plans for ensuring all milestones are met.
Lead yearly Project Work Statement (PWS) process and amendments through the government fiscal year. Includes reviewing yearly PWS template and vetting proposed changes through Global Security Services and AF Contracts as well as working with MITRE Requirements Tool (MRT) Admin to incorporate any updates needed. Update yearly PWS briefing for MITRE and Government Technical SMEs and provide training to MITRE PLs as needed
Independently develop solutions and manage issues and problems
A&SFC Lead to external government customer AFCLMC/AZS
Attendance at weekly/monthly syncs
Liaison between MITRE staff AZS for questions and actionable items
Responsible for relaying AF Contract cost updates when received from program finance
Participation in financial tool working groups as a representative to the A&SFC offering recommendations on process and guidance to A&SFC Project Leaders as new tools and processes roll out
Conduct additional historical, present, and future analysis projects, as assigned, working independently to plan and conduct the analysis, prepare results, and formulate sound recommendations at the project and center levels.
Assist in gathering and supporting yearly allocation process
Apply advanced level of business skills and management with impact across broader organizational objectives
Exchange advanced technical or business information and ideas effectively at all levels within the organization
Lead and mentor junior staff
Basic Qualifications:
Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
4 years+ Business Operations/program management analyst experience or related skills.
Strong interpersonal skills and experience working with Government program management staff.
Ability to collaborate effectively with all levels of personnel, sponsors, and contractors.
Excellent attention to detail, verbal/written communication skills, and strong organization and time management skills, as well as the ability to effectively manage multiple tasks simultaneously under general supervision.
Understanding of the Air & Space Forces Center Allocation Process, dollar ceiling, OBBBA RECON funds and exclusions.
Proficiency in Microsoft Office Suite and Excel formulas.
Must be eligible to obtain and maintain a Secret U.S Government issued Security Clearance. Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
This position requires a minimum of 3 days per week on-site.
Preferred Qualifications:
MITRE Requirements Tool (MRT) experience.
Experience with Tableau.
Willingness to adapt and learn new reporting tools as required.
Experience managing projects with multiple funding sources.
Strong knowledge of Air Force contract program management standards and processes.
