The Municipal Police Training Committee (MPTC) is a state agency within the Executive Office of Public Safety and Security (EOPSS). The MPTC's mandate and mission is to set the police training standards for all law enforcement officers certified by the Massachusetts Peace Officer Standards and Training Commission ("POST"), and to develop, deliver, and maintain a record of that training for over 23,000 police officers (municipal, MBTA, environmental, campus, hospitals), deputy sheriffs, harbormasters, constables, and other statutorily defined personnel who perform police duties and functions in the Commonwealth. These responsibilities are to be carried out in a way that ensures high quality, standardized, community-oriented training. The MPTC's training programs include a comprehensive, 800-hour basic recruit training program for new police officers, statutorily required annual in-service training programs, and specialized training programs. The MPTC's academies work closely with the local municipal police departments in their respective regions and are responsive to regional training needs and requirements. The MPTC operates 6 regional academies and oversees 10 authorized academies across the Commonwealth. The MPTC seeks to bring on a second Deputy of Training to serve as a senior leader within the Training Bureau responsible for developing and implementing the systems, processes, standards and infrastructure necessary to effectively manage the MPTC's Statewide Coordinator programs, instructor workforce, Instructor Certification and Development (ICAD) division and Applied Training Facility. This individual will provide strategic and operational leadership to promote consistency, accountability, instructional quality, and continuous improvement across the agency. Duties and Responsibilities: Develop, implement and continuously improve statewide training programs, systems and processes that support the effective administration and delivery of training at the MPTC. Provide leadership and operational oversight to the Statewide Coordinators (SWC) cadre. Establish clear roles, responsibilities, performance expectations, workflows and accountability measures to ensure consistency across the SWC programs. Provide leadership and operational oversight to the Instructor Certification and Development Division. Provide leadership and operational oversight to the Applied Training Facility Division including the MPTC Firearms Range, Defensive Tactics Gym and Simulations/Virtual Reality rooms. Design and implement standardized processes, protocols and operating procedures for the development and evaluation of MPTC instructors. Create a comprehensive framework for managing the MPTC instructor cadre including instructor recruitment, onboarding, development, utilization, performance management and evaluation. Lead the development of performance management and quality assurance processes for statewide training programs and instructors including an auditing process, and instructor evaluations. Collaborate with the Chief of Training, Deputy Chief of Training and the MPTC Exec Team to translate strategic priorities into executable training initiatives by establishing implementation plans, timelines, deliverables and measures of success. Represent the Training Bureau in internal and external meetings, committees, and working groups as assigned. Lead initiatives to improve recruitment and retention of a highly qualified and diverse instructor pool. Lead budget administration for instructor and SWC programs. Other duties as assigned. Preferred Qualifications: 7-10 years experience leading or managing statewide, regional or multi-site training operations involving multiple programs, stakeholders and instructional personnel. Demonstrated experience in developing and implementing large-scale training programs, systems, polices, procedures and operational processes. Experience developing SOPs, manuals, standards, guidance documents, templates and other operational tools. Demonstrated change-management experience including the ability to gain buy-in and address resistance. Project management experience including overseeing complex initiatives from concept through implementation. Exceptional written, verbal and interpersonal communication skills. A master's degree in criminal justice, public administration, education, organizational leadership, training and development or related field. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
