NOTE: THIS POSTING REPRESENTS ONE MULTI-LEVEL POSTING. IF THIS POSITION IS NOT FILLED BY QUALIFIED APPLICANTS AT THE TRANSPORTATION PROGRAM SPECIALIST 2 (TPS-2) LEVEL, THE POSITION MAY BE FILLED AT THE TRANSPORTATION PROGRAM SPECIALIST 1 (TPS-1) LEVEL.
This position is located at district headquarters in Roseville and has the flexibility to work in the office or a hybrid schedule that includes in office and teleworking time. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
This position provides professional assistance in the initiation and authorization of projects and programmatic work that is encompassed by MnDOT's Capital Highway Investment Plan (CHIP) and State Transportation Improvement Program (STIP). Related work can include planning-level investment analysis about the array of projects being considered for inclusion in the STIP and CHIP. This position assists with analysis of project data to ensure compliance and accuracy with STIP and CHIP processes.
This position helps to manage Metro District's Program information and is a key user of the underlying support systems; such as Project Unification Management Application (PUMA) Project Scheduling (P6), the Capital Highway Investment Management Enterprise System (CHIMES), Program and Project Management System (PPMS), as well as elements of the Statewide Integrated Financial Tools (SWIFT) system. This position assists with review and modification of construction financial data to ensure the quality and accuracy of State Road Construction (SRC) budget reconciliation.
This position is the initial point of coordination for project tracking and funding information, serving Metro District, Central Office, Metropolitan Council and other partners. This position works in Metro District's Program Management unit which actively monitors 350-400 highway construction projects representing over $1.5 billion in transportation investments.

Minimum Qualifications
Minimum qualifications for the TPS1 position is as follows:
One year of professional experience OR Two years of advanced clerical OR Two years of technical experience.
Minimum qualifications for the TPS2 level is as follows:
Two years of professional experience.
Experience at both the TPS1 and TPS2 levels must demonstrate the following:
Experience performing data entry, data analysis, or data management in a professional setting, including working with large datasets or multiple data systems to ensure accuracy and consistency.
Strong organizational skills sufficient to manage multiple tasks, maintain detailed records, and keep complex program information current.
Experience preparing written documentation such as reports, forms, spreadsheets, or summaries used for program tracking or decision-making.
Ability to interpret and apply policies, procedures, or technical guidance related to programs, projects, or funding.
Ability to effectively communicate and coordinate with internal and external partners to obtain information, resolve discrepancies, or support joint project work.
Ability to organize, administer, and document meetings with detailed and organized agendas, schedule invites, and minutes.
Proficiency with standard office software (for example: Excel, Word, Outlook) sufficient to maintain data, track progress, and produce reports.
Note: A Bachelor's or Master's degree in Business, Accounting/Finance, or Data Analysis substitutes for one year of professional experience at both the TPS1 and TPS2 levels.
Preferred Qualifications
Knowledge of transportation project development, scheduling, and estimating sufficient to analyze capital investment estimates and data and identify errors.
Familiarity with the State Transportation Improvement Program (STIP) process and the tools used to develop the STIP including the Capital Highway Information Management Enterprise System (CHIMES).
Expertise in the use of Microsoft Excel to maintain and track data.
