This position serves our partners at the Minnesota Department of Health (MDH). The MNIT MDH team provides services for over 250+ applications and delivers the information technology to drive one of the leading public health systems in the nation. You will support an agency that works to protect, maintain, and improve the health of all Minnesotans.
This position is temporary and includes full state fringe benefits; it is anticipated to last nine (9) months.
This position supports the Minnesota Department of Health (MDH) by leading modernization, remediation, and ongoing maintenance efforts for a portfolio of more than 100 custom-built, primarily JAVA applications. The role will leverage AI models to update legacy systems, enhance technical efficiency, and design priority solutions that align with departmental objectives. As a senior technician, this position provides mentorship to IT professionals, collaborates closely with developers across the agency and enterprise, and works with senior management to analyze business processes and recommend innovative, scalable technology solutions that improve organizational effectiveness.
This position requires an employee to work onsite at 625 Robert St. N., St. Paul, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligibility depends on residence:
Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.
Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.
Minimum Qualifications

Position requires a minimum of five (5) years of IT related experience in experience in Java application development, object-oriented programming, and enterprise software development.
Experience must include:
Extensive professional experience developing enterprise applications using Java and common Java Frameworks and experience with modern JavaScript frameworks such as Vue.
Knowledge and practical use of software development best practices, including version control, unit testing, and build processes.
Hands-on experience with AI models, application security, performance analysis, and modern observability practices.
Proven ability to mentor developers, establish development standards, conduct code reviews, and resolve complex technical challenges.
Experience implementing automated testing, ensuring web accessibility, and applying secure development practices within enterprise environments
Demonstrated ability to communicate clearly and effectively to foster mutual understanding, and guide teams through change.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.
Preferred Qualifications
Experience Serving as a technical lead, senior developer, development lead, or equivalent.
Experience developing CI/CD Pipelines.
Experience in Python and R
Experience communicating technical architecture, risks, alternatives, and cost/benefit trade-offs to both technical and executive audiences.
Knowledge of accessibility requirements, information security standards, data governance, and regulatory considerations applicable to public-sector systems.
