As the BI & Reports Developer with Minnesota IT Services (MNIT) and the Office of Financial Management at the Minnesota Department of Transportation (DOT), you will provide critical report development, data analysis, programming expertise, and technical support that ensure the accuracy, reliability, and usability of the agency's financial information systems. In this role, you will design, develop, and maintain user-friendly financial reports and data extracts using tools such as Crystal Reports, Power BI, SQL, and other prescribed technologies to support data-driven decision-making across MnDOT. You will also enhance, troubleshoot, and support financial applications and sub-systems, including those connected to SWIFT and FHWA systems, ensuring they operate efficiently and align with evolving business needs. Your work will involve gathering and documenting requirements, building and validating data structures, maintaining system documentation, and supporting ad hoc reporting for a wide variety of stakeholders. By ensuring data integrity, developing high-quality reporting solutions, and contributing to ongoing improvements in data management practices, you will play a key role in supporting accurate financial analysis, compliance, and operational effectiveness for the agency
This position requires an employee to work onsite at 395 John Ireland Blvd , Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligibility depends on residence:

Minimum Qualifications

This position requires a minimum of three (3) years of IT related experience in the development of financial reports and dashboards.
Experience must include:
Designing and developing user-friendly Crystal Reports and Power BI reports/dashboards, leveraging data gateways and strong UX/UI skills while following established methodologies.
Validating and reconciling data to ensure the accuracy and reliability of reports and dashboards.
Writing clear and concise explanations of report content, including how information was selected and summarized.
Eliciting and documenting business and technical requirements.
Managing multiple projects simultaneously while also providing support for existing applications.
Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months **.
Strongly Preferred Qualifications**
Background working with financial systems, data, and business logic, including platforms such as SWIFT and SEMA4PeopleSoft.
Knowledge of the State of Minnesota budgeting process and knowledge of the legislative statues on finance and budget.

Knowledge of FHWA billing rules, processes and regulations.
Experience with Toad for Oracle.
Experience applying Web accessibility standards and best practices, including the State of Minnesota technology accessibility standard, as well as experience with automated accessibility testing tools.
Ability to communicate highly technical issues to a non-technical audience.
