The Internal Services Department (ISD) plays a significant role in supporting all departments and commissions within the Los Angeles region. They lead all aspects of maintenance and repair programs for the physical assets of the County across a large and diverse portfolio.
Reporting to the General Manager, the position is responsible for ensuring reliable, efficient, and compliant operation of building systems, infrastructure, and maintenance services. In collaboration with Capital Projects, the head of the division aligns maintenance, renewal, and infrastructure priorities with long-term capital planning and County investment strategies.
This position coordinates personnel, fiscal management, operational performance, and regulatory compliance, while driving service excellence and ongoing improvement across facilities operations.
This role is central to modernizing the County's facilities operations. It advances a data-driven, financially balanced, and customer-focused service model that supports critical public services throughout the Greater Los Angeles area.

Organizational Management & Leadership:
Directs, oversees, and manages Facilities Maintenance & Operations programs across five County districts, including building trades and technical service functions.
Leads and supervises managers, supervisors, project managers, and skilled trades personnel to ensure operational effectiveness and workforce performance.
Establishes and administers performance management systems, workforce planning initiatives, succession planning efforts, and employee evaluations.
Leads labor relations activities within a unionized environment, ensuring compliance and alignment with applicable Memoranda of Understanding (MOUs).
Strategic Leadership & Capital Integration:
Develops and implements strategic plans, operational priorities, and service delivery models aligned with County goals.
Coordinates alongside Capital Projects staff to align maintenance activities, deferred maintenance efforts, infrastructure renewal projects, and operational requirements.
Prepares and presents executive briefings, reports, recommendations, and strategic updates to Department leadership and partners.
Facilities Operations & Asset Management:
Directs maintenance and repair operations for facility systems including HVAC, electrical, plumbing, structural, environmental, and life-safety systems.
Oversees preventative maintenance programs, work order systems, and service request processes to ensure timely, efficient service delivery.
Ensures facilities align with operational, safety, and environmental standards.
Project Delivery (Non-Capital & Repair Programs):
Directs planning, procurement, scheduling, and execution of repair projects, infrastructure upgrades, equipment replacements, and replace-in-kind programs.
Coordinates project scopes, priorities, and schedules in collaboration with Capital Projects personnel to support efficient project delivery.
Financial & Resource Management:
Manages fiscal oversight and accountability for the Division's operating budget, including forecasting, expenditure control, and distribution of resources.
Leads multi-year budget development, financial planning, forecasting, budget stabilization efforts, and recovery planning initiatives aligned with capital and operational needs.
Implements cost containment and prioritization strategies, ensuring resources are directed to critical, high-impact, and regulation-focused work.
Supervises contract administration, procurement activities, and vendor performance to ensure cost-effectiveness, compliance, and value delivery.
Prepares financial reports, ensures audit readiness, and maintains compliance with County fiscal policies and procedures.
Regulatory Compliance, Sustainability & Risk Management:
Ensures compliance with applicable federal, state, and local regulations governing facilities operations and maintenance activities.
Directs safety programs, inspections, and regulatory audits.
Implements sustainability, energy efficiency, and environmental stewardship into maintenance operations.
Leads emergency response and disaster recovery operations for County facilities, ensuring rapid mobilization, continuity of critical services, and coordination with County emergency management agencies.
Performance Management & Operational Oversight:
Monitors and evaluates operational performance using critical metrics, dashboards, and reporting tools (e.g., CMMS, Power BI).
Analyzes and uses data analytics to inform decision-making, resource allocation, and service improvements.
Stakeholder Engagement & Customer Service:
Serves as a primary liaison with County departments, leadership, and external partners.
Develops and maintains customer service models emphasizing responsiveness, communication, and reliability.
Builds and maintains strong partnerships across departments and with Capital Projects.
Operational Transformation & Service Model Modernization:
