Bonneville Power Administration (BPA) is seeking a contract Business Systems Analyst to provide high-level analytical and technical support to the HR Systems & Automation organization. This role will partner with HR leaders, subject matter experts, Department of Energy (DOE) staff, Office of Personnel Management (OPM) representatives, IT teams, project teams, service providers, and other stakeholders.
The analyst will implement, support, configure, integrate, and enhance Workday and other HR business applications. Key activities include fit-gap analysis, requirements gathering, solution design, functional specification development, configuration, data conversion, report and dashboard development, testing, documentation, training, and production support.
Serving as a primary point of contact for assigned projects and operational activities, the analyst will translate business needs into scalable solutions, support continuous improvement, and help ensure HR systems are effective, reliable, secure, and aligned with BPA and DOE objectives.
Key Responsibilities
Provide business analysis expertise to design solutions and deliver data in support of HR programs and systems.
Configure and support Workday solutions, including business processes, security, integrations, reporting, and analytics.
Collaborate on the Workday product vision and multiyear roadmap, aligning priorities with BPA, DOE Human Capital, and IT objectives.
Evaluate Workday modules not currently in use and recommend opportunities for future implementation.
Support the full integration lifecycle, including discovery, requirements gathering, design, deployment, maintenance, and retirement.
Develop custom reports, dashboards, analytics, and data solutions that support operations and enable informed decision-making.
Conduct fit-gap, business process, and alternatives analyses while documenting recommendations and proposed solutions.
Facilitate requirements, design, and improvement sessions with managers, SMEs, customers, service providers, and technical teams.
Translate complex business needs into clear functional requirements, product requirements, configuration specifications, and implementation documentation.
Analyze current-state and future-state processes, create process models, document data flows, and identify opportunities to reduce manual work.
Develop proto@types and proof of concepts to validate proposed solutions with stakeholders.
Evaluate vendor enhancements, regulatory changes, and system issues, working with vendors and stakeholders to define, document, and resolve impacts.
Create and maintain functional specifications, design documents, job aids, user guides, standard operating procedures, and training materials.
Develop, manage, and execute test plans, test scenarios, and test cases covering functional, regression, integration, and system-upgrade testing.
Verify that testing issues are documented, resolved, retested, and appropriately closed.
Support system configuration, testing, deployment, audit activities, troubleshooting, and ongoing production operations.
Diagnose and resolve issues involving end users, business processes, security, integrations, reports, and system configuration.
Facilitate initiatives using Waterfall, Agile, or hybrid delivery approaches, including business case development, requirements management, change management, milestone tracking, and stakeholder communications.
Provide guidance, training, and assistance to DOE personnel as requested by the BPA manager or team lead.
Maintain documents, files, emails, and official records in accordance with INFOSEC, Information Governance and Lifecycle Management, compliance, and audit requirements.
Share information only with authorized personnel who have a Lawful Government Purpose to know, and ensure records are accurately marked and maintained.
Education and Experience:
A bachelor's degree in information technology, business systems, or a closely related technical discipline is highly desired.
Required experience:
Eight years with an applicable bachelor's degree
Ten years with an applicable associate degree
Twelve years without a degree or with a degree unrelated to the role
Experience should demonstrate progressively increasing responsibility and technical expertise in information technology, business systems analysis, or a related specialty.

Experience creating Workday reports, dashboards, and analytics to support operations and data-driven decisions.
Experience developing, maintaining, and troubleshooting HR integrations.
Experience with reporting and data-analysis tools such as Workday reporting and analytics, SQL, PeopleSoft queries, Power BI, Excel, or similar technologies.
Strong analytical and product-management skills, with the ability to interpret business needs and translate them into application and operational requirements.
Experience modeling business processes, analyzing solution alternatives, and validating that solutions satisfy business needs.
Experience with quality assurance and testing methodologies, including functional, regression, integration, and system-upgrade testing.
Strong technical-writing skills and experience producing clear, accurate system documentation.

Pay and Benefits
The pay range for this position is $62.00 - $67.00/hr.
Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
