DRPM Subs is responsible for :
The acquisition of COLUMBIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the class. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of War (OSW).
The acquisition of VIRGINIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy's newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class's capabilities is of significant political importance with Congress and the Office of the Secretary of War (OSW).
Serco supports the US Navy as prime for SHAPM contract supporting the acquisition of submarines and surface vessels.
In this position, you will have an analytical mindset providing foundational expertise to help organizations plan and execute mission-critical operations to include programmatic, analytical, and project management support to NAVSEA stakeholders and Submarine Industrial Base (SIB) leadership. You will bring your expertise in Business Operations, PPBE, and cross-functional project execution to strengthen industrial base resiliency supporting submarine and maritime weapon system production which involves technical support and collaborative project contributions. SIB has been tasked to assess and improve the SIB supply chain and suppliers (big and small) to address the extraordinary demand being placed on industry by ship and submarine construction.
In this role, you will:
Demonstrate a strong understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process and the Future Years Defense Program (FYDP).
Exhibit experience in financial management, budget planning, funding execution, investment analysis, or portfolio management.
Display proficiency with the Program Objective Memorandum (POM) process, writing POM issue papers, and responding to RFIs.
Facilitate development, implementation, and revision of work procedures and standards with key stakeholders across multiple organizations to improve efficiency and effectiveness of assigned operations.
Support and contribute in the generation and documentation of mission requirements and initiatives to include document preparation; prepare, proofread, and edit documents, presentations, and reports to support business processes and project objectives.
Assist in the development of Concept of Operations (CONOPs) which supports the generation and documentation of mission requirements and contributes to documentation and reporting initiatives.
Demonstrate the ability to build collaborative relationships across government, industry, and multidisciplinary teams.
Engage in stakeholder communication and coordination.
Work in ambiguous, rapidly evolving environments, establish priorities, and proactively identify and resolve issues without requiring detailed direction.
To be successful in this role, you will have:
To obtain a DoW SECRET security clearance.
U.S. Citizenship is required.
A bachelor's degree with a minimum of 6 years' experience in Government, Pentagon or other Defense-related environments.
To be able to conduct program analysis and contribute to performance monitoring
Experience managing or supporting government contract execution and administration.
Experience supporting acquisition planning or acquisition strategy development and assisting in risk assessment and mitigation.
To provide operational planning and execution support as needed.
A strong foundation in mission support activities.
To be familiar with Other Transaction Authority (OTA) agreements or other innovative acquisition pathways.
Experience supporting Navy or DoD/DoW organizations.
A working knowledge of defense supply chains, strategic sourcing, industrial base, or manufacturing operations.
Experience developing executive dashboards, metrics, and portfolio reporting.
A strong analytical, organizational, and project management skills with attention to detail and the ability to work independently.
Effective communication and teamwork skills to engage in stakeholder communication and coordination.
To be able to travel (10%).
Additional desired experience and skills:
Knowledge of capital investment planning (CAPEX), infrastructure modernization, or industrial base expansion initiatives.
Active NMCI/Flankspeed account and CAC (Common Access Card) are a plus.
Work experience in the Navy and specifically within Team Submarine or submarines in general.
Desired knowledge of DoD policies, NAVSEASYSCOM/Team Submarine policies and procedures.
Experience leading a project and interfacing with an end item customer.
Knowledge of Program Management, including the acquisition process, the budgeting process and Navy program execution.
Familiarity with government contracting processes.
