Summary
The City of Asheville is seeking qualified applicants for the position of Parks Construction Crew Supervisor. This role directs heavy equipment operations and manual labor for the construction, maintenance, and repair of City facilities, parks, greenways, and infrastructure . This role provides leadership in planning, scheduling, safety, and quality assurance to ensure work is delivered efficiently, safely, and in compliance with regulations. Work includes supervising staff, allocating resources, ensuring adherence to established procedures, and responding to emergencies as needed.
Essential Duties and Responsibilities
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Plans and executes complex construction projects requiring the use of heavy equipment (grading, drainage, trenching, large-area vegetation management, clearing programs, structural demolition); sets operational tolerances for slope, setback, and sightline clearance; audits outcomes for compliance and public safety.
Authors and enforces SOPs for heavy-equipment operation on steep/complex terrain; defines approach paths and hazard controls; trains and validates operator proficiency on relevant equipment (e.g., tractors with heavy attachments).
Controls and directs daily deployment of CDL and non-CDL assets (excavators, tractors, boom mowers, trailers) to optimize route efficiency, fuel use, and equipment utilization; adjusts field plans based on environmental conditions and public access needs.
Leads work-zone safety for active public parks, greenways, and linear sites; establishes traffic/pedestrian control plans, verifies signage and flagging, coordinates with Public Safety/Transportation; oversees after-hours emergency response to mitigate hazards and restore services.
Oversees vegetation risk mitigation (hazard/fallen trees, sightline restoration, invasive species) in coordination with Risk, Urban Forestry, and external partners; prioritizes hazards and dispatches resources to protect public welfare.
Ensures DOT/CDL and FMCSA compliance for operators and vehicles (pre/post-trip, load securement, hours as applicable, defect reporting); removes noncompliant vehicles from service and initiates corrective maintenance with Fleet Services.
Manages herbicide/brush-control strategies along parks and associated rights-of-way consistent with environmental best practices; reviews labels, assigns licensed applicators, and maintains application logs and maps.
Monitors equipment maintenance cycles and coordinates transport logistics (low-boy moves); validates load securement; tracks downtime, repair trends, and replacement needs.
Compiles and presents production metrics (route completion, acreage cleared, hazard abatements), costs, safety and quality performance, and customer feedback; recommends process improvements, program changes, and capital/budget requests based on documented results.
Education and Experience
Required
High school diploma or GED.
Five (5) years of experience in heavy equipment operation (with mowing, vegetation management, or right-of-way maintenance, including one (1) year of lead or supervisory responsibility.
Valid North Carolina Class A Commercial Driver's License (CDL) with appropriate endorsements.
Valid North Carolina Pesticide Applicator's License (or Ability to obtain within 90 days of hire) .
Preferred
Arbor care training and experience
Prior supervisory experience overseeing CDL-required operations.
Experience coordinating with DOT, utilities, or right-of-way management partners.
Possession of a North Carolina Pesticide Applicator's License at time of hire.

Mathematical Aptitude: Ability to prepare cost estimates, calculate material quantities, and track performance metrics.
Functional Reasoning: Ability to assess site conditions, determine corrective actions, and prioritize tasks to maximize efficiency and safety.
Situational Reasoning: Ability to respond to emergencies, adapt schedules, and exercise judgment when faced with unplanned conditions.
ADA Compliance:
Physical Ability: Tasks require moderate physical effort including climbing, bending, standing, and lifting materials up to 50 pounds; extended outdoor activity may be required.
Sensory Requirements: Requires the ability to perceive visual, auditory, and environmental hazards; ability to communicate effectively in the field.
Environmental Factors: Work may be performed outdoors in conditions involving exposure to dust, dirt, pollen, noise, traffic hazards, temperature extremes, pesticides, and moving machinery.
Some positions may require a fingerprint-based SBI background check after a conditional offer and before your start date; HR will provide instructions if applicable.
