Accountant 1-3 (Federal Aid/Grant Accounting)
The Louisiana Department of Transportation and Development (DOTD) is seeking a detail-oriented accounting professional to support federal aid and grant accounting activities within the Financial Services Section.
This position is responsible for accounting functions related to DOTD's federal and state grant activity, including grant reporting, reimbursement requests, payment processing, reconciliations, and financial documentation. The role supports compliance with federal and state requirements while helping ensure grant expenditures are processed accurately and reimbursements are received promptly.
This position is ideal for an accounting professional who enjoys working with financial data, grant activity, reconciliations, reporting deadlines, and detailed accounting transactions in a public sector environment.

Minimum Qualifications
Five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in accounting plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus one year of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Maintains accounting records and prepares reports, correspondence, and financial documentation related to federal and state grant programs.
Researches federal and state appropriation budgets to determine funding availability and support required financial reporting.
Prepares quarterly and annual federal financial reports and related grant reporting documents.
Initiates reimbursement requests for grant expenditures and processes grant billings in LaGov/SAP.
Prepares accounting transactions, including journal voucher documents, to complete grant billing and reimbursement processes.
Prepares and processes grant payments and maintains detailed cost distributions for grant expenditures, including cost share calculations.
Reconciles receivables, expenditures, revenue transactions, and LaGov expenditure/revenue reports to DOTD general ledger control accounts.
Identifies, researches, monitors, and resolves discrepancies, corrections, or adjustments related to expenditures, revenue, and general ledger accounts.
Provides information and technical assistance to Financial Services, grant program managers, Budget, CPA consultants, LaGov, the State Treasurer's Office, auditors, and other stakeholders.
Assists with monitoring complex grant agreements, applications, amendments, and sub-grant agreements in accordance with statutory, regulatory, and departmental requirements.
Position-Specific Details:
Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.
Compensation: This position has aSpecial Entrance Rate (SER) of $2,120.00 biweeklythat is above the minimum hire rate. Additional compensation may be considered for applicants who possess extraordinary job-related qualifications or credentials in accordance with State Civil Service Rule 6.5(g) and DOTD policy. Any such consideration is subject to approval, verification, and applicable pay limitations.
