E281 Transportation Engineer II, III, IV or V - District Construction

Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.Essential Duties:Transportation Engineer II:Assists Area Engineers with construction contract administration matters.Coordinates with Area Engineers and reviews area office contract submissions.Negotiates fees, explains scope of work and monitors consultant design contracts.Oversees construction and audit records.Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.Oversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress on construction projects.Analyzes and assists in the resolution of contract problems and disputes.Analyzes and recommends approval for modifications to highway maintenance contracts.Conducts pre-construction meetings and public hearings.Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for transportation projects.Coordinates with others to develop, monitor and update integrated project plans and schedules to ensure projects are executed in the most efficient manner possible..Performs other job responsibilities as assigned.Transportation Engineer III:The essential duties for this job include those listed above and the following:Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible.Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.May serve as a lead worker and the related tasks.Negotiates fees, explains scope of work and monitors consultant design contracts.Oversees construction and audit records.Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.Oversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress on construction projects.Oversees district laboratory operations and monitors material testing requirements and results for compliance with specifications.Oversees the external Equal Employment Opportunity program for construction contract work; monitors on-the-job training and the Disadvantaged Business Enterprise and Small Business Enterprise programs.Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.Performs other job responsibilities as assigned.Transportation Engineer IV:The essential duties for this job include those listed above and the following:Analyzes and assists in the resolution of contract problems and disputes. Analyzes schedule trends, determines risks and recommends options to management for corrective action for highly complex projects.Conducts final inspections on completed construction projects.Assists Area Engineers with construction contract administration matters.Coordinates with Area Engineers and reviews area office contract submissions.Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.Oversees construction and audit records.Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.Oversees district laboratory operations and monitors material testing requirements and results for compliance with specifications.Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.Transportation Engineer V:The essential duties for this job include those listed above and the following:Assesses and reports actual project progress versus planned progress to determine trends and variances for highly complex projects.Assists Area Engineers with construction contract administration matters.Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.Oversees construction and audit records.Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.Oversees district laboratory operations and monitors material testing requirements and results for compliance with specifications.Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.
