Summary This position is in the Veterans Administration (VA), Veterans Health Administration (VHA), Mid Atlantic Healthcare Network (VISN 6), Fayetteville VA Medical Center (MC). The incumbent serves as Program Analyst in the Office of the Associate Director for Patient Care Services, working in Nursing Service. A significant function of this position is to analyze workload data throughout Nursing Service and make recommendations regarding resource utilization. This includes reviewing, analyzing and maintaining an awareness of available resources, costs, such as hours per patient day (HPPD), overtime, staffing and agency costs, sick leave usage, budget call, budget projections, workload, pulling data for PMC requests, tracking Gains and Losses, and making recommendations regarding resource utilization. This requires reviewing and analyzing all data collected, compiling existing data and ensuring the accuracy of same or collecting new data and generating reports (i.e. Annual and analyzing data, Congressional Report, NNEI, Salary Surveys). Conducts management studies/analysis for the Associate Director of Patient Care Service and the Health System Specialist (HSS) comprised of workload, Full Time Equivalents (FTEs) and expense data to improve processes, determine economy-of-scale, efficiency of operations and for decision-making purposes. Provides managers with objective, fact-based information relative to administrative and programmatic decision making for the Fayetteville VAMC and outlying clinics. Analyzes trends in workload reporting and cost data. Interviews action officers, supervisory personnel and subject matter experts to research records, reports, functional statements and other pertinent data to the analysis of an issue in order to recommend changes and offer problem resolutions. Reviews expense data allocation with department managers or clinical personnel to assess accuracy of allocation factors. Develops, manages, administers and ensures maintenance and operations of database system with Patient Care Services. determines organization of data in the database and assigns names and definitions to the various records and fields. maintains the SharePoint for PCS. Provides training to Associate Director of Patients Care Services, Health system specialist, chief Nurses, and Nurses Mangers on procedures and systems. Maintains up-to-date knowledge and proficiency in technical and analytical systems, procedures, and standards by completing monthly, quarterly and yearly training. Performs other duties as assigned.
